The Consistory and articulated on 18 December a comprehensive safety device to protect the remains
The City of Murcia, in compliance with the decision rendered on 16 December by the General Directorate of Fine Arts, and Cultural Property adopted on the 30th the technical specifications, legal and economic for the recruitment, by negotiated procedure and urgency to the drafting of an action for conservation and protection of the archaeological site of San Esteban.
The specification meets the requirements listed in this resolution referred to the City Hall last December 16 by the Directorate General of Fine Arts.

The proposed work may be extended by the Commission of Experts has called Fine Arts for the next week, commission will decide the future of the site, and they are part of archaeologists, historians, researchers, architects and engineers as Jorge Eiroa, Antonio Malpica, Carmen Perez, Jose Maria Luzon, Juan Francisco Jiménez Alcázar, Richard Mar, Rafael Pardo and Emilio Estrella, appointed for their expertise.
Emergency Procedure
As established by Law 30/2007, of 30 October, public sector contracts, the hiring will be done by negotiated procedure.
And in accordance with Article 96 of the Act, the procedure will fast-track.
The urgency of the process was also proposed by the Department of Archaeology of the City of Murcia as well as the order for the Directorate General Fine Arts and Cultural Assets.
Contract Law states that public sector may be subject to urgent processing records relating to contracts to be held to respond to an urgent need or whose award should be accelerated by the public interest.
In the case of the site of San Esteban, the notice of adverse weather, and the protection of the remains, recommended the urgent processing.
In this way, the City of Murcia proceeded according to law, to invite four qualified firms in the sector covered by this contract, in accordance with Article 162 of Law 30/2007, which establishes a minimum of three.
The deadline to submit bids ended at 14.00 hours today.
Only two of the four companies-Azuche Villegas-88 and Construction projects have been submitted.
The Committee shall qualify now for each of the tenders submitted.
A report will determine which company is awarded the project.
Then, again according to legal procedure, the Bureau shall submit to the Governing Board approved the proposal for interim and, within ten days, will become final when the company deposited the bond.
However, the emergency procedure enabling work to commence within the same timeframe.
After presenting the proposed action to be taken, the City of Murcia will refer you to the Directorate General of Fine Arts and Cultural Heritage, the body responsible for supervising and authorize.
Chronology
December 11: Duplicate all drainage systems and pumping at the site of St. Stephen before the forecast of rain.
December 16: The Directorate General of Fine Arts and moved into the Council issued a resolution with the guidelines to follow in adopting conservation measures to be convened immediately to the Committee to discuss the final draft.
December 17: President of the Autonomous Community, Ramón Luis Valcárcel, and the mayor of Murcia, Miguel Ángel Cámara, agree to meet the Director of Fine Arts in the Community, Culture Councillor of the Consistory of Murcia, the chief Municipal Department of Archaeology, the dean of the College of Engineering and head of the Department of Archaeology, University of Murcia to promote the work of protection of the site.
18 December: Meets first expert committee composed of the Director of Fine Arts and Cultural Heritage, Enrique Ujadlón, the councilman of Culture of the Municipality of Murcia, Fátima Barnuevo, the head of the department of Archaeology at the University of Murcia, Francisco Reyes Marsilla, and Professor of Archaeology at the University of Murcia, Sebastian Ramallo, the dean of the College of Engineering, John Guillamón, and the head of the Department of Archaeology of the Consistory, Carmen Martínez.
December 18: A municipal brigade accompanied by the head of the Archaeology Section of the Consistory appear at the site to monitor the status of it at the time and remove any foreign element to the reservoir, thereby meeting the first the measures contained in the resolution of Fine Arts.
December 18: The Police Headquarters Launches Local Action Protocol in order to prevent vandalism and looting at the site.
These two channels of action.
First, a permanent security firm.
And second, a local police patrol on each shift.
December 20: Recruitment Service prepares Terms of Reference for the drafting of measures for protection of the site.
December 30: The tender the specification.
January 7: Two companies presented their projects.
