The sectoral committee CRUE R & D + i, which was attended by the Vice Chancellor for Research at the University of Murcia, Juan María Vázquez, has issued the following statement in relation to budget cuts in this area.
For over ten years, the Vice-Chancellors of Spanish Universities Research we have been meeting regularly to discuss issues of R + D + i in our country, bring our ideas, to highlight the demands of university researchers and maintain a ongoing dialogue with policy makers who have expertise in these matters.
This movement was established as a Commission Sector R & D + i of the Conference of Spanish University Rectors, who first joined the representatives of the Offices of Research Results Transfer (OTRIs) college and, more recently, units responsible for management of R & D, keeping much of its initial orientation and spirit.
The sector has met this time in a climate of extreme concern.
As key players in the national science and technology we are obliged to say that there is a political message that considers research and innovation as the engine of new economic and competitive recovery, on the other hand it is proposed to decrease direct public funding for research.
In these times of crisis we believe that together with the maintenance of social cohesion policies is essential to engaging in research, development, and innovation and therefore does not seem timely reduction of funds raised in both the general budget state as in most of the regions.
We request that the budgets are modified in the parliamentary process and not break the national strategy for science and technology adopted in 2008 and we continue the process of convergence with Europe in R + D + i.
Other findings of the annual plenary session, held in Santander from 14 to 16 October, with the aim of contributing to the improvement of the Spanish science and technology, the Sector Committee makes the following considerations:
"The sector is grateful for the exposure of D.
Marius Rubiralta i Alcañiz, Secretary General of Universities, Ministry of Education, on the Campus of Excellence and opportunity within an international context.
Although the Campus of Excellence can be an improvement and an excellent investment for the future, the sector believes that the convening of this program should improve substantially in their funding as well as in other aspects such as better define their characteristics, streamline time of presentation and study by the Evaluation Commission report, to be delivered sufficiently reasoned and improve the processes of communicating the results to colleges.
Also consider of utmost importance to ensure the continuity of the program in subsequent years.

José Manuel Fernández de Labastida, Director General of Research and Management of National R & D, Ministry of Science and Innovation, referring to the national development plan and budgets for 2010.
"We view with concern the delay of the various legislative initiatives necessary for the development of research and innovation in the country.
At present they are not approved, the law of science, the status of teachers and the Royal Decree of creation of technology-based companies.
"This sector greatly appreciates the I3 program, not only to stabilize the facility investigators from the program Ramón y Cajal, but also because it may allow universities to define research staff recruitment policy.
Therefore requests that this program remains undiminished in its funding.
"We reiterate that it is urgently necessary to mitigate the negative effects Grants Act is having on the economic and administrative management of research activities.
Without questioning the need for rigorous control of public spending, we believe that control mechanisms must take into account the specificities of the research activity and facilitate rather than hinder development.
"Finally the sector welcomes the substantial increase in the quality of scientific production of Spain in the last 5 years, which emerges from the report by SCImago Research Group, and the marked increase that has occurred in the mechanisms transfer of research results (patents, spin-offs, science parks ...), which confirms that the Spanish university remains the principal agent of the system.
It is certainly easy to see that these data are due, among other factors increase the budget dedicated to R & D + i in the last five years.
