Ecologists in Action has filed with the city of Murcia, before the Service of Protection of Nature (SEPRONA) of the Civil Guard and the Ministry of Agriculture and Water, a letter which warned of the presence of a large illegal dump next to the West Industrial Park in Murcia.
The environmental group claims that are occurring regularly dumping of debris, bulky equipment, appliances, pruning waste, toxic waste, etc, including civil construction debris (municipal), in various places along the Integrated Transport Centre of Murcia.
Discharges occur in a considerable area, near the Industrial Park west of Murcia, in many places abandoned crops, which in recent months have become real landfills, while the authorities seem unable to stop this situation .
Ecologists in Action calls for the opening of an information and penalties for illegal dumping referrals and intensified surveillance over the area, which is continually degraded by discharges of almost daily occur with impunity.
They also require preventive means to avoid these situations in the future deterioration and the urgent environmental restoration of the area.
On the other hand, the presence of debris alarming civil works, because it means that some companies hired by municipalities are pulling debris illegally municipal works, instead of taking them to specific existing landfills.
This dire situation is only possible if there is a lack of control by the consistory, which should require that municipal works scrupulously follow the law, the officials and contractors, as an example to the rest of society .
Moreover, in case of events such as the accused, the sanction to the offending company should include the prohibition of it to participate in public tenders and / or do any civil work for several years and assume the payment of the costs of removal and appropriate waste management, and replacement of the affected area to its original state (all of which are covered extensively in the legislation).
The location of these uncontrolled dumps and landfills are often placed in certain areas such as near watercourses, canals or channels, of roadsides, especially county and local roads, near railroad tracks in outlying areas or environment marginal or vacant land without a known owner or municipal property.
Environmental and health impacts associated with illegal dumpers are very diverse:
Soil pollution: The dumping of all kinds of waste, including hazardous waste, has a direct action on the ground negatively altering their original structural and chemical characteristics.
This may severely limit future land uses.
Pollution of surface water and groundwater as contact or discharges waste through runoff and leaching increased by periods of rain, causes contaminants to infiltrate the subsoil and the consequent pollution of underground aquifers.
Also the drag of waste to surface water courses such as rivers, ditches or irrigation canals, with the consequent risk to health and the environment.
Air pollution: Indoor air pollution is associated with odor generation from the breakdown of waste and gaseous emissions and particulate matter caused by burning of waste, either accidental or induced (fairly common practice to reduce volume and restore metals).
Visual impact and landscape change: The environmental impact is not negligible and in some cases represents a real change of scenery and a significant visual impact.
Illegal landfills condition protected natural areas: We are also illegal landfills located in areas protected as SCI (Sites of Community Interest) and SPAs (Special Protection of Birds)
The public health risks associated with illegal dumping can be very high for people living in these places and people directly exposed to the physical and chemical residues, which in some cases can be dangerous.
Other sources of risk are related to the presence of rodents and other vectors of disease transmission, and biological contamination associated with landfills.
There is an increase of rodents in areas close to illegal dumping and increased mosquito breeding which divide more rapidly in this environment.
Remember that the Penal Code criminalizes uncontrolled landfills and illegal dumping of materials provided they cause environmental damage and / or risk or injury occurring in the health of people
