Note from PSOE:
Socialist Councilman José Manuel Abellán, before the strike announced by Lat Bus workers by this time, following the breach of agreement, calls for a reduction in tariffs and a change in the financing system of public transport in Murcia
Councilman José Manuel Abellán Socialist Group regrets that the municipal public transport is going through one of its worst moments.
"Two years of legislative and now are a number of conflicts within the concessionaire Lat Bus, finally, always end up affecting bus users."
Labor disputes and lack of service
Now, "continued the mayor of the PSOE are supported by a labor dispute administrations, regional government and council, which oversee not enough and do not exercise their supervisory role over the company.
Before, remember, were the cuts in services: the elimination of frequencies in the owl-bus and the security guards traveling with drivers, line workers who had health city, an airport line, suppression reinforcement in some other lines, existing buses must be repaired or removed from circulation, among other shortcomings.
Demonstrations
Remember that now begins Easter and Spring Festival, Lat Bus drivers will undertake a series of protests, as a result of the breaches carried out by the company, which signed an agreement last September and says unable to comply.
Somewhat difficult to understand, according to Abellán, bearing in mind that, at present, the price of fuel is the same as in 2007, the wages paid the workers the same as in 2007, however, rates rose 22% in 2008.
Lowering rates and new financing system
In this situation, the Socialist Group offers a couple of measures: the lowering of tariffs and to initiate proceedings in order to change the financing system of public transport in Murcia, abandoning the subsidy per passenger and going to fund the bus service taking into account the actual costs of management, through a program contract.
With this new funding formula, said the mayor of the PSOE, situations like the one we live (where employees have to organize protests because the company has invested money in mutual funds that has been lost and this loss is paying the worker) no arise.
Program contract
With the change in funding system, says Abellán, can provide stability for the municipal public transport.
Contracts-frequency program four years, explains, are the economic and financial instrument by which the government recognized and exploited the commitments resulting from policy decisions relating to subsidize public transport customer-user and channel through operating companies.
In addition, the program contracts include clauses quality commitments by companies regarding timetables, cleaning, security, operation of elevators, escalators, customer service, etc.
Is showing that the program contract, says the councilman of the PSOE is an excellent management tool for structuring the historical problems that have arisen within the company and give a reasonable solution.
The excellence of this model is complete, based on the participation of all authorities concerned: Company, City of Murcia, the regional government and Ministry of Economy and Finance.
This model is one that has been used in cities like Madrid or Barcelona.
