The estimated expenditure for 2009 will exceed EUR 600 million, counting the consolidated budget of the municipality and municipal enterprises, as well as major infrastructure work in the city.

In times of deep economic crisis like the present, the answer is austerity, rigor and spending priority for social policy.

With this premise equipment made Popular Party government the draft municipal budget for 2009, presented this morning by the Mayor, Miguel Ángel Cámara, accompanied by the head of the Treasury, Joaquín Moya-Angel.

On this basis, the proposed budget amounts to 535.3 million euros, including autonomous agencies and companies with municipal participation.

This represents a reduction of 16.75% over 2008, driven by the expected decline in revenue due to the stagnation of economic activity.

Despite the economic situation of grave crisis, the City will maintain its commitment to social welfare, employment policies, development of new infrastructure and, ultimately, with citizens, support economic activity.

Special mention should be two great performances that take place in 2009 and represent the largest municipal commitment in the history of the city of Murcia: the Coastal North and South, Alternative Sangonera La Verde and the tram.

Regarding the latter, the reversal of Line 1 will exceed 202 million euros and will create about 850 jobs directly and indirectly.

Once awarded the grant for construction, maintenance and operation, the execution time is 13 months, which will add 6 more tests.

As regards the North and South Coastal Alternative Sangonera La Verde, its construction will radically change the mobility in the municipality, to improve accessibility in 14 districts and absorb about 60,000 vehicles a day.

The three roads will add 32 kilometers of high-capacity roads and require an investment of 99 million euros.

At present work is in nine sections, which has allocated a budget of 36.3 million euros, subtracting more than 60 million investment until the end of it.

Social Policies

Of 100 euros to spend the City Council in 2009 to 68 in social policies will, in total, have a budget of 295 million euros, mainly for social advancement, education and culture, housing, parks and gardens, sports and tourism.

The objective is to minimize the possible effects of the crisis in the life of Murcia.

Municipal areas will experience the greatest increase in the coming year are the infrastructure, local police, sports and social welfare.

The planned investment will reach EUR 76.7 million, which will allow neighborhoods and districts to continue growing and adding new community centers, roads, gardens and sports facilities.

Generation of land for the construction of subsidized housing in neighborhoods and districts

Impetus to sustainable mobility, to reform and adequacy of public transport

Parks and Gardens

Building roads cyclable

Promotion of new areas for commercial and industrial activity, soil development (Industrial Park West and Los Martínez del Puerto)

Impetus to the construction of non-university education with special emphasis on the development of centers for children of 0-3 years in order to boost enrollment.

New sports facilities in the area's unique Olympic Sports Center.

Rehabilitation of channels and hydraulic infrastructures

With regard to recurrent expenditure to finance the services that make the neighborhoods and districts to work, the draft budget for next year provided 42.2 million euros for waste collection and street cleaning; 14.2 mill.

€ for the maintenance of public lighting and electricity, 6.7 mill.

€ for home care, telecare and aged care, 6.3 mill.

Similarly, fiscal policy remains to freeze council tax for 2009 and estimated revenue of EUR 455 per inhabitant, while the expenditure is more than 810 euros, including direct their own investments under the Town Hall.

Municipal Finance

This situation highlights the need to reform the system of financing local authorities because there is insufficient input we receive from the Government of the Nation.
