The doctoral thesis at the Faculty of Law of the University of Murcia by Jose Alejandro Blazquez Roman recommends strengthening the control mechanisms of outsourcing and the participation of the government in their capacity as promoters of public works.
The research, which has been rated as outstanding cum laude, analyzes the legal framework for the prevention of occupational hazards in the construction industry.
It also says it is to simplify and rationalize the set of rules that exist in the field of prevention of occupational hazards, "because, by its diverse origins or complexity, become at times more of a problem than a solution."
The dissertation examines in depth the figure of administrations in their role of promoting public works and says that they are obliged to inform their decisions and actions under the contractual provisions that are applicable to it and the whole set of regulatory civil and labor nature applicable to any private developer.
This research was led by Professor of the University of Murcia Maria Belen Garcia Romero.
