SERGIO RAMOS RUIZ, COUNCILLOR GROUP'S CHANGE IN THE CITY OF MURCIA MURCIA, RAISES THE ORDINARY FULL MONTH OF NOVEMBER 2015, THE FOLLOWING

MOTION

IMPROVEMENTS IN TRANSPARENCY OF RECRUITMENT OF LOCAL BOARDS

After the municipal elections, the municipal boards have opened a new phase in the city of Murcia with the election of new political representatives, it will be based on citizen participation and transparency.

With greater diversity in the composition of the Boards and the end of absolute majorities among everyone we must make maximum efforts to improve the functioning of the Municipal Councils.

The neighbors show us that are anxious to see that the winds of change in the municipal boards begin to bear fruit.

After many legislatures Plenary sober and barely neighborhood representation, full halls have remained small, crowded neighborhood in such form that many should stay out due to the lack of space.

Never before have we had such massive Meetings and now we have the challenge of strengthening their participation.

To this it will be essential to accelerate the adoption of a new regulation of citizen participation that more participation dowry to the residents, make them participate in the work of the Board and implement new and better mechanisms of control.

In these control mechanisms is necessary to increase transparency and be more scrupulous than ever when hiring oversee municipal boards in order to better manage them.

Contracts carried out by the Municipal Councils are regulated in Art. 44 of the Budget Implementation Bases, authorizing the presidents of the boards, together with the administrator to make expenditures for amounts below 3,000 euros and delegates at the plenary session of the Municipal Board the hiring of 3,000 to 9,000 euros from that amount should be hired by the competent municipal body.

We propose an amendment to this article in order to improve mechanisms of transparency and cost control advice.

Therefore Murcia Councilman undersigned's change proposed to the plenary for discussion and approval the following

AGREEMENT

First.

At the beginning of each ordinary meeting the Chairman shall inform all contracts that have been carried out in the period and justify the reason for the choice of each budget, explaining if the reason for the choice was for urgency, quality, price , etc.

This point be reflected in the agenda.

Second.

For procurement of Municipal Meetings between 1,800 and 3,000 euros, the President of the Board must apply at least two budgets before entering into the contract.

Third.

For procurement amounts between 3,000 and 9,000 euros, the proposal to the Municipal Board should be accompanied by a non-binding report for service of City Hall, where a municipal technical advise the Board on the proposed contract.

To prevent this report slow down the normal process of hiring municipal boards must be issued within a maximum of 6 working days, this time limit may be extended in cases of particular complexity.
