The Governing Board has given its approval to the regulations of the Municipal Observatory of the Bicycle, which serve to regulate its operation.

This regulation has been previously agreed with the different members of the observatory, made up of technicians and municipal officials from various municipal departments, such as Traffic or Transportation of the City of Murcia and the local police, and in turn representatives of all municipal political groups Representatives of other institutions and organizations such as the DGT, the Cycling Federation of the Region of Murcia, the Federation of Neighborhood Associations of Murcia, user associations bike: Bike Murcia, Bicimur and BiciHuerta, the Local Youth Council The University of Murcia-UMU, and the Catholic University San Antonio of Murcia-UCAM, and also representatives of local workshops and bike shops, among other groups.

The regulation states that the Centre hold regular meetings at least three times a year and previous extraordinary session by the President ex officio or written request of the Permanent Commission or a third of its members.

The Municipal Observatory of the Bicycle born as a municipal advisory body to study and analyze the situation of the bicycle as a regular means of transport in the city and is responsible for studying key aspects such as the number of regular users of the bicycle network of cycling trails existing and future parking or security, among others, as well as the development and promotion of trade and local employment associated with this group.

The City Council has sought that this body has consultative, open, social, participatory, collaborative, debate, and technical proposals as a basis and practical example and real participatory democracy

The aim is to facilitate, promote and improve conditions for cycling in the city, while performing a task of monitoring and analysis of cycling mobility, and also give voice to citizens and channel possible questions, complaints and suggestions received within development of cycling mobility in the municipality.
