Work begins that will enable rehabilitation and urban renewal in Los Rosales (08/07/2015)

The work, sponsored by the City, in collaboration with the Ministry of Development and the Autonomous Community, has a budget of 1.3 M €.

The technical intervention, about to begin, will affect 14 379 housing blocks and three seats in addition Stroll Cactus.

Los Rosales, El Palmar, is to become the next district in which the City run an ambitious renovation plan, rehabilitation and restoration will affect housing and urban spaces.

The Governing Board today awarded the works, whose budget amounts to 1.3 million euros and foresees a deadline of seven months.

The project, with which the Council aims to improve the quality of life of individuals and families residing in the popular neighborhood of El Palmar, has the support of the Ministry of Development, which finances 35% of coastal and Community Autonomous -Provides 9.1% -.

Families will not have to make any contribution to finance the work nor did they require a plan of temporary relocation.

The intervention involves the improvement of 379 homes distributed in 14 blocks, to which must be added another 68 that were the subject of rehabilitation by the City Council at an earlier stage, with an investment of 381,000 euros.

The neighbors have all the information in the office enabled in the neighborhood to directly know the nature and content of the plan, so that all residents, both in the north, the first area to be rehabilitated, and the southern zone , to feel part of the improvements will take place.

Therefore, in addition to opening these offices, it has created a logo of the plan from a characteristic symbol of Los Rosales, which still appears in the streets of the streets.

The proposal is that, walking through the development, recognition on what is working and where they will intervene then.

From the point of view of infrastructure, the ambitious renovation plan covers sanitation blocks, such as replacing the covers, matching the facades and public spaces between blocks and repairs to stairs and access roads of housing.

Regarding the actions in urban areas, redevelopment of three places in the south-from Olivar de los Perales and Cerezos- and conditioning Stroll Cactus expected.

They will take place the renewal of architectural barriers and paving -suprimiendo scuppers and renewing infrastructure networks in poor condition, redesigning spaces, with new street furniture and arbolado- and installing new lighting more energy efficient .

A neighborhood with history

This district, which has a population of about 6,000 people, was promoted to the late 60s and early 70s and is a polygon that is structured in a very particular way, combining terraced houses of one and two-storey dwelling blocks up to four storeys.

Based on the year of construction, the neighborhood is divided into three areas: homes located closer to the center of El Palmar (between Olive Street, Main Street and San Roque Street) dating from 1969;

the blocks located between the street of Bananas and the Avenue of the Rosales, built in 1972;

and finally, the area further south, built in 1974, which limits the north with the Avenue of the Rosales, Laurel Square, Church of Santa Tosa de Lima and the Wallflowers Square, on the west by the street Apricot Poplars Avenue, south to the school Santa Rosa de Lima and east along Avenida Primero de Mayo, in front of the sanitary city of La Arrixaca.

It is this area on which is to act now.

The three distinct areas follow the same urban and architectural structure, where blocks are arranged along a rectangular layout that releases small interior spaces and pedestrian streets where vehicles can not access.

All apartment buildings, both detached buildings and have a very recognizable unitary image, with yellow brick facades, concrete overhangs and covered with very outstanding features.

Moreover, the old neighborhood, coupled with the poor quality of urbanization, means that there are infrastructure problems in the sewer system and common spaces.

The buildings, like many neighborhoods of the sixties and seventies, are of poor quality and over the years have deteriorated a lot, creating problems in the roofing and cladding, which produces various pathologies of the building.
