Advisor of the University of Murcia Economic Council, consisting of members of the government team who chairs the rector, José Orihuela, teachers and administrative staff and services of the institution itself and outside professionals who have had links with the University of Murcia has designed a Multi-Year Financial Plan that is centered to student and in which, for the first time, includes a Financing Fund for Results.
The proposal has already been granted to the Autonomous Community and the Polytechnic University of Cartagena (UPCT), the latter institution with which they are working to adapt the model underlying Plan your academic reality.
This model consists of four types of funds: Basic Financing, Funding for Results, Investment and Financing Policy and Strategic Adaptation Policy.
The first, in turn, is divided into three sections: fixed, covering essentially part of the expenses necessary to deliver and manage general services;
structural teachers, covering another part of the annual running costs that are required for the University to provide quality teaching, research and structural funding elsewhere in the costs of the research activity.
The second league obtaining financing to the achievement of results, measurable through a set of indicators in three strategic areas: research, teaching quality and technology transfer.
For his part, Finance Fund Investment Investment Plan contemplates the University of Murcia, with two large investors modalities: to the cost of infrastructure and development-oriented information technology and communication.
Finally, the Adaptation Fund Regulatory and Strategic Policy is intended to meet the costs of regulatory changes that the institution must necessarily assume and to enable the implementation of strategic measures and promote convergence with the national average in terms of funding per student.
The plan also does not forget to point out that the University of Murcia is facing at present major challenges, not only the continued consolidation of the European Higher Education Area (EHEA) and the empowerment of their research results, but which also needs to improve its internationalization and its interaction with the productive sector and the network of institutions that constitute the system of knowledge.
It is also necessary to improve the quality of services offered.
The plan covers a time span of 2016 (taken as the base year) to 2020, five years is considered sufficient time to allow the autonomous government and universities orderly development of its policies with safety criteria and financial stability in the medium term frame within which the strategic objectives defined in the document itself arise.
Its main purposes are to ensure the adequacy of the resources needed to meet the service and ensure that those evolve with the volume of activity and ensure the stability, performance, efficiency, equity, human resources and transfer of results while facilitating the process of convergence with the national average funding per student.
