Municipal governments behave opportunistically in election years and increase spending, especially in culture, according to the conclusions of the doctoral thesis at the Faculty of Economics and Business, University of Murcia by Cristina Vicente Oliva.
The results of the study, for whose realization were analyzed municipalities in the Region of Murcia between 1989 and 2008, also show that electoral cycles generated by the mayors are of greater magnitude when hope that the elections are incompatible.
It is also seen that cycle is higher in those municipalities governed by mayors belonging to left formations.
The dissertation, which was supervised by professors from the University of Murcia Bernardino Benito and Francisco José Bastida, indicates that the ideology of the mayor and his political strength influence the political budget cycles, but on the other hand, the magnitude of these no depends on whether the municipal councilor occurs or not to run for reelection.
The way to generate political budget cycles, adds the research, which has been rated as outstanding cum laude, has changed since the entry into force of the Fiscal Stability Law in 2003.
Since then, he adds, the pre-election years have been characterized by a large budget deficit reduction mainly due to significant increases in own income and a slight increase in capital expenditures.
