As Councilman UPyD Murcia, José Antonio Sotomayor says must be replaced once the 1990 Act applicable to "totally outdated, update penalties and toughen penalties for animal abuse and neglect."
For Sotomayor "is chilling that every two minutes a pet in Spain is abandoned."
According to the FAPAM (Federation of Animal Protection Associations), plus 300,000 pets are "evicted" from their homes every year, "all a sad record at European level."
