Murcia City Council will launch in the coming months the new ordinance of Environmental Protection against the emission of noise and vibration, an ordinance has already received the approval of the Governing Board last April 9, 2014 and will go through plenary of the Corporation next April 24, 2014 for initial approval.
The new noise ordinance became more than necessary in order to establish the legal framework which applies to cases that have to intervene to correct exceedances of ambient noise levels in the Special Protection Zones Acoustic (ZPAE ).
The primary objective of this new ordinance against noise and vibration emission is to achieve a reconciliation between the rest of the neighbors, an acoustic environment quality and development activities likely to cause noise in Murcia.
So, they are going to carry out municipal intervention measures aimed at remedying no penalties and correct deficiencies that may occur in the development of activities, allowing them to be in accordance with regulations in force in their operation.
The new ordinance also addresses a more detailed and adequate to reality, a system on how noise nuisance arising from the neighborhood behavior and users of the public highway, both inside the home and outside environment, trying to ensure as far as possible a good coexistence.
This new ordinance (consisting of 14 titles, seven annexes and three provisions) is based on the analysis and discussion among all stakeholders as it takes into account all the views and suggestions presented.

- Three day evaluation periods: daytime, 7 to 19 hours;

- Music of vehicles with high volumes and windows, open doors or trunks.

Activity and License

The new noise ordinance also provides a classification of (minor, serious and very serious) Violations of three types:
1. Concerning activities, performances, installations or services subject to the license or no activity.

1. Penalties for offenses relating to activities, performances, installations or services will be:
Mild: 100 euros to 600 euros.
Graves: from 601 euros to 12,000 euros, and if:
- Suspension of the municipal license between 1 month and 1 day, and 1 year.
- Temporary, partial or total establishments or facilities for a maximum of 2 years Clausura.

Very serious: Fine of 12,001 euros to 300,000 euros, and if:

Sanctions:
