The City Council has adopted criteria to govern the licensing of works temporarily.
Although these measures are already applied in practice, according to the legal regulations and case law, the aim now is to recast the criteria in a deal certainty.
These are the requirements that people who want to make a work or a temporary activity, which is removable and will disappear within established by the City Council must comply.
Among other things, those interested in obtaining a license to use and works provisionally must meet the following requirements:
-The activities may not have intended to be permanent.
- In no Consolidated Urban Land and Building Land, once
approved development planning, may be permitted only in existing buildings and uses (fully removable) Temporary Works until the completion of the management phase maximum.
In all other cases, the provisions shall apply in Article 71.2 of the regional law
ground (for the first class of soil) and the Town Planning Regulations of the General Plan (section 6.1.6).

In Consolidated Urban Land-only admit in buildings outside management.
-Sensitive uses are excluded from a point of view
environmental (high environmental impact activities, industrial,
service stations, clubs, etc.) and residential uses.
-The facilities must be completely removable (it
exclude works that would be subject to a regular license for their constructive elements).
-May not be authorized by this route works carried unlicensed
or anticipated works, once approved urban management phase, allow the finality of the license.
-Should be given collateral or bond to secure the dismantling
activity and associated work.
-No extensions of the works and / or activities are allowed
provisional release.
-A specific deadline for each case determine,
according to the circumstances.
The agreement was published in the BORM and will take effect immediately.
