Municipal groups represented in the Consistory Socialist Party (PSOE), United Left-Greens (IU-Greens) and Union Progreso y Democracia (UPyD) present, with Murcia EQUO Local Group, a joint initiative of the full council this month loan against payment in public libraries.
As explained from the political parties, the draft Royal Decree amending the transposition of Directive 2006/115/EC through Law 10/2007, of 22 June, reading, books and libraries, aims fix a double amount to be received in respect of copyright.
It establishes 0.16 euros per work acquired during the calendar year in each property bound to the loan, plus 0.05 euros for each user registered in this establishment, which has made effective use of loan service in that year.
Ie "libraries will be penalized for the sake of fulfilling one of its essential tasks, the loan documents, and will do so up to three times," as they pay a fee to make any purchase of an intellectual work (currently in repeal and replacement process for a fixed amount to be posted on the State Budget), a flat fee of € 0.16 per piece, which until now was € 0.20, and a variable fee based on € 0.05 the number of users, varying the number that incorporates new Royal Decree.
Therefore, both PSOE, IU-Greens as EQUO UPyD Murcia Local Group want the City Council request the Government of Spain to declare the loan exempt municipal public libraries, taking the possibility under Article 5.3 of Directive 2006 / 115/CE on rental right and other rights related to copyright in the field of intellectual property rights.
"A defense of public libraries is necessary" because they carry "a crucial role in the development of a democratic society by promoting education, culture, research and leisure, providing access to many intellectual creations, as an area of ​​study, exchange of ideas and opinions. "
