In his view, this law puts in an orderly and clear the responsibilities of each administration, which will allow each service is funded by the competent administration, regardless of who gets to that authority and be governed by conventions.
The reform ends a very common situation until now, when there was a "good number of services offered by municipalities but whose competence was diluted and as a result, lacked adequate funding," recalled House.
The mayor also stressed that after over a year of meetings with the Ministry of Finance, the text that has come to Congress "Much improved over the original and collected most of the contributions we have presented the municipalities to through the FEMP ".
