Murcia Mayor and Chairman of the Finance Committee of Local Finance and Spanish Federation of Municipalities and Provinces, Miguel Ángel Cámara, stressed that the drafting of the Draft Law on Streamlining and Sustainability of Local Government has incorporated proposals from mayors.
House, who attended the meeting in Madrid Territorial Council Femp, said the improvement produced in the original text and reiterated the government's willingness to continue to work with municipalities before forwarding the Draft Council of Ministers for approval and subsequent submission to the Parliament, which is expected to occur in July.
Ensuring stability in the provision of public services is, according to House, one of the most important aspects of the text, which states that municipalities provide services that correspond to regions receive 100% of their funding for at least five years, and so will be collected by the respective Conventions.
According to the Mayor of Murcia, it is essential that local reform ensures quality municipal services to all citizens and with sufficient guarantees of funding.
Other aspects assumed by the bill at the behest of Femp have been the deletion of article that allowed the intervention of municipalities with fewer than 5,000 inhabitants by the Ministry of Finance and Public Administration, and the agreement provides that municipalities under 20,000 people can also exercise powers delegated by the autonomous communities, an option that had previously vetoed.
Moreover, with specificity remain unresolved aspects of skills education and health.
The Mayor pointed out that there is still scope for further improving local reform, particularly in locations where there is no consensus between the Ministry and municipalities and has seen fit to jointly address the financing of all administrations.
