The socialist mayor Juan Patricio Castro proposed in Parliament a motion requesting the Government of Spain that allows municipalities to legislate on the IBI taking into account the socio-economic reality of the people and that they contribute by their residence based on their income and wealth.
To do this, said Councilman socialist government of Spain will have to modify the text of the Law Regulating Local treasuries to achieve the implementation of a social IBI for families with fewer economic resources.
In this sense, Castro explains that there are several alternatives, among which the IBI explicitly collect exemptions or reductions in their income conditions and household wealth, and that the tax rate is progressive property tax based on the value cadastral housing at the moment is homogeneous regardless of assessed value.
Similarly, the PSOE mayor defends another initiative urging the Government of Spain to make appropriate legal changes (Law on Public Procurement, Royal Decree-Law 2/2013 and the future Law on Entrepreneurs) that preclude the public sector into contracts or concessions with companies that have outstanding obligations to subcontractors.
Many companies contracted by the administration, explains Castro are not meeting their payment obligations to subcontractors who, in most cases, they are professionals and self-employed, which is causing many of them have to close their businesses and leave unemployment.
Therefore, the Socialist councilor asked the local government to enter their specifications clauses preventing contractors that do not pay their subcontractors.
"These two initiatives would be reactivated commodity consumption in our town, in the case of families with fewer resources and slow the hiring by government companies defaulting payments, preventing autonomous professionals and close their business and increase unemployment, "he concludes.
