The purpose of the Police Plan, which the Director General of Police has given special attention, is to respond to the ethical imperative of combating all forms of human trafficking, taking into account that their victims are mostly women

17-Apr-2013. - The National Police launches campaign with a free phone and email for combating human trafficking for sexual exploitation, within the framework of a new Police Plan against this scourge.

Two audiovisuals, a telephone line and email are operated to facilitate the cooperation of citizens.

The Director General of Police, has paid special attention to this Strategic Plan.

Recent reports from international organizations like the United Nations, brought to Spain as a transit country for victims of this phenomenon, highlighting its status as their final destination.

Along the trafficking of drugs and arms, is one of the most lucrative criminal enterprises, generating five million euros a day in our country.

In addition, the European Commission published a study last Monday on human trafficking in Europe, conducted by the statistical agency Eurostat.

The 62% of the victims of this crime are sexual exploitation, affecting mostly women and cases are increasing every year.

As for Spain, the data reveal that the reported cases are tripled between 2009 and 2010, and make our country in the European Union's second highest number of victims in 2010, second only to Italy.

What's more, it is common for this crime to be with other criminal activities such as extortion, kidnapping, sexual assault, coercion, threats, money laundering and forgery, among others.

The Directorate General of Police, aware of the magnitude and severity of this type of crime, adopted in November last year to prepare a Police Plan to combat trafficking in human beings for sexual exploitation.

A new strategy to combat this type of crime to which the director general of police has given special attention and encouragement throughout their development.

A Plan for the comprehensive protection of victims

The complexity of these cases requires taking care measures, structural and operational, to address the problem completely in policing.

APRAMP, Project Hope, Caritas, MDM, IOM (International Organization for Migration) and CEAR (Spanish Commission for Refugee Aid), among many others, are some of the NGOs actively working with the police to implement the welfare measures requiring victims, from housing to health care.

Also, the police brigade specialized in combating this crime is renamed Central Brigade Combat Trafficking in Human Beings (BCTSH), as one of the structural measures included in this Plan.

The fact that, in some cases, victims have no real perception of their condition is a further obstacle for police work for their release.

To overcome this difficulty have been incorporated training in this regard in the curriculum of the National Police, specifically strengthening the police for specialized research units, border and officials stationed abroad.

Furthermore, international cooperation is an effective tool for combating trafficking networks humans for its international character, because the victims are mostly women brought from other countries, mainly Brazil, Romania, Paraguay, Nigeria, China and Russia.

Hence, one of the most important structural measures is the specialization of research brigades by source of his victims, as the modus operandi of these criminal networks varies depending on the country of origin of women.

In this regard, the National Police Strategic Plan falls within the Conventions, Treaties and Protocols Spain international has signed with agencies such as the UN, Interpol, Eurojust, Europol, IOM, FRONTEX and the Council of Europe.

Notably, the role of directors, aggregates and liaison officers posted abroad and their counterparts in Mexico.

Telephone and email confidential

In both videos, the National Police provides means to enable both the cooperation of citizens as the complaint of victims through a free phone attended 24 hours a specialized police Central Brigade Combat Trafficking in Human Beings-900.10.50.90- and an email-address @ policia.es-preserving the confidentiality of their users and are available from today.

Another new feature is the integration of a web page within the portal of Police (www.policia.es / trafficking) that will serve as an additional channel of information to the public about this crime, with a focus on preventive measures, the regulatory framework and the rights of victims.

Here you can also find addresses, phones police offices and other institutions and social organizations, all at national level and in regard to this crime.

Furthermore, to support the information campaign that includes the Plan, the Police has designed posters and leaflets indicating the phone and email contact, where victims can find the rights they have as such.

Will be distributed to police stations and border crossings, as well as ports, airports, consulates and embassies in Spain, among others.

Also, they describe a number of situations that the reader can identify if they are in situations of sexual exploitation, taking into account the possible ignorance of their victimization.

All this in several languages: Spanish, Portuguese, Romanian and English, to make them more accessible to foreign victims predominate in Spain.

Two pieces audiovisual sexual exploitation

Police chose Mabel Lozano, director and writer for eight years specializing in creating documentaries with social and committed especially to the world of women, for the recording of two audiovisual works against sexual exploitation of women as one of preventive measures to promote awareness and social awareness about this crime.

On the one hand, a victim-oriented spot that provides a further means denouncing your situation as well as their awareness, since, as stated above, in many cases, these women are not even aware of their victimization.

Its protagonist is Joy, a Nigerian woman who was sold with 16 years for sexual exploitation by his own aunt and was rescued in a police operation against trafficking.

Joy offers a real testimony to bring the viewer to the harshness of the situation faced by these women, but transmitting both a hope and confidence that the law protects and confidence in policing for release, as was the case.

The final slogan "complaint and testify, the law protects you" is especially important for victims who do not usually do so for fear of reprisals, or simply unaware of their rights or the illegality of the situation.

On the other hand, it has also filmed other audiovisual piece this time to citizens, which shows through illustrations how the process that follows the trafficking of women for sexual exploitation, from collection to sale by the pimp or criminal organization.

In this case, with his final message "do not be an accomplice" Police tried to motivate the cooperation of citizens against this crime.

Social networks also # contralatrata

In addition, police have launched a hashtag # contralatrata within the social media campaign, whose acceptance by the Internet has become a trending topic on Twitter.

To fight crime like this is important to conduct continuous campaigns with tools by which citizens can become involved in combating this crime.

The role that social networks have become in recent years and the success of police channels on Twitter, Facebook, Myspace and Youtube, require police use as additional support for this awareness campaign.

The results obtained in fighting other crimes through them make them indispensable to citizen collaboration in this case.

In this sense, the visual pieces are designed and specially treated for integration into social networks.
