Joint Statement of Guiding and bodies of the Spanish Public Universities (10/12/2012)

The universities are fully aware of the difficult economic situation of our country, we also live in person.

Therefore, we value the great efforts being made by all citizens to move forward.

The universities, now more than ever, we are working to improve our performance, despite the budget cuts we are suffering from a few years ago.

So far, we have made an effort to continue to maintain quality standards in the three major functions of the university: teaching, research and innovation.

However, with the imminent adoption of the new State Budget and budgets for each of the Autonomous Communities, we are in a worrying situation, which can harm the Spanish university as we know so far, preventing development of key.

For this reason, we want to express publicly the following:

1.

Declining State Budget for 2013 by 18% in higher education, and 80% in non-interest expenses in R + D + i, represent an irreparable deterioration of the R + D + i, which together with the freezing of human resource templates, our country will train the loss of technology development, research and mortgaging the greatest advances in the frontiers of knowledge.

2.

The effects of the debt of the autonomous regions, along with the deterioration of the transfers of the amounts allocated to the universities, are leading to our university system to a situation close to the economic strangulation, which will result in irreparable deterioration.

This conflicts with the political discourse, that "our country must base its progress in knowledge."

Without investment in higher education and R & D + i will be unviable operation of public universities.

And without knowledge, there is no progress.

Against this background, the Rectors and the bodies of the Spanish universities call for:

Higher education, research, development and innovation, which are intrinsically bound together, be considered as an investment and not an expense and Spanish universities, as recently requested by the European University Association ( USA) to the Heads of State and Governments of Europe, have an adequate and sustainable public funding and university autonomy is strengthened so that they can diversify their sources of income without obstacles.

Colleges commit to increasing the effectiveness and efficiency of our institutions, and to continue to transparency and accountability to society, so that our universities continue to pursue social cohesion of our country and are engines and sources knowledge and wealth.

The university expresses its willingness to cooperate with the government to help solve this serious economic problem and to keep working for a sustainable future for the Spanish universities.

If they lose quality, so will the scientific research, technological innovation and, of course, training.

Universities not only lose, but lose all, the whole of society.

We will run out one of the weapons to move in and out of the economic crisis: knowledge.

Given the seriousness of this situation, this news is disclosed simultaneously in all Spanish public universities.
