Both parties agree to establish friendly relations of exchange between the two cities as established by the regulations of the establishment of diplomatic relations between China and Spain.
With this agreement, and based on the principle of equality and mutual benefits, will be carried out cooperation and exchange activities in the areas of economy, trade, technology, education, sports, tourism and health.

The city of Quzhou is a prefecture-level city in Zhejiang Province.
Its area is 8.846 km2 and a population of 2,456,100 inhabitants.
