The exchange of data between administrations is one of the pillars of the plan presented today.
The increase in waste and water consumption, licensing and reverse rate, or the works identified by the inspection services are fundamental ways to detect the existence of undeclared activities.
The three public administrations, state, regional and local-handlers share data relating to economic or business activities within the plan against the shadow economy.
The exchange of information and establishing new channels of cooperation and coordination will thus detect undeclared activities with labor administrations.
Miguel Angel House, Mayor of Murcia and president of the Federation of Municipalities of the Region, said the commitment of the municipalities will foster and promote agreements with the Autonomous Region to provide information that contributes to discover the existence of a center working illegally on their territory.
To do this, we propose the establishment of channels of cooperation to detect undeclared activities with labor administrations, especially through the exchange of data relating to statements and tax rates, complaints received or facts found by officials.
House was speaking at the launch of the first Regional Plan Against Irregular Economy by the Minister of Education, Training and Employment, Sotoca Constantine, which was also attended by the Deputy Minister for Employment and Social Security, Pedro Llorente.
The agreement determines that the data handled by the local authority that may be useful for this plan against the shadow economy are:
- Self-assessment of activity rates
- Registration of Business Tax
- Applications for license to operate, especially those denied
- List of works identified by the inspection services Urban
- Increased production of solid waste
- Information indicating a significant consumption of water companies
- Complaints received noisy or nuisance activities
- Acts identified by the local police
The aim is to establish reciprocal communication pathways relevant information to detect undeclared activities with the intention to defraud.
For this, the Federation of Municipalities of the Region of Murcia promote the formalization of agreements between municipalities and the Regional Administration to establish the course of collaboration and the creation of a joint commission tracking.
Loss of grants and subsidies
The Action Plan against Irregular Economy was founded with the support of the Autonomous Community, the Inspectorate of Labour and Social Security, the Federation of Municipalities of the Region of Murcia, CROEM, UGT and CCOO and approved with the aim of becoming a tool complementary in the fight against the shadow economy to those established by the Administration.
Violators could be punished with the automatic loss of all aid, bonuses and benefits of the implementation of employment schemes and limiting access to two years.
If, moreover, notes the failure to obtain authorization to work in a foreign than required, the penalty could be increased by the amount equivalent to what would have had to pay into Social Security.
