Foreign Institutions Councilman Joaquin Moya-Angeler, participated in the round table organized the Catholic University of Murcia (UCAM) on Citizen Participation as a manifestation of modern constitutionalism: local experience, which is part of Congress and Modern Constitutionalism Protection of Human Rights: The Benchmark of Cadiz.

Moya-Angeler talked about citizen participation Municipal Regulations Citizenship and matching Base Act and the Local Government Act Modernization of Local Government.

The goal is to create ways to bring Local Government to citizens, using streamlined procedures and the incorporation of new technologies.
