The need to address "with the utmost urgency" a new model of local financing has been one of the issues raised by the Committee on Finance and Local Financing FEMP, whose inaugural meeting was held this morning, chaired by the Mayor of Murcia Miguel Angel House.
In it, has addressed the priority issues to address the commission during the period 2011-15, following the resolutions of the 10th Assembly FEMP.
Among the key issues that should contain the new local funding model is the need to adjust the budgetary framework of local councils so that they know the deficit to be incurred throughout the year and could be financed by borrowing in the course the current year.
In addition, the Committee on Finance and Local Funding has analyzed the proposal to revise the restrictions on use of debt, establishing a regime similar to the autonomous communities.
Local authorities continue to claim the central and regional administrations to become effective distribution of financial resources in accordance with the services and powers exercised by each.
For this, the FEMP, headed by Juan Ignacio Zoido, require that the new Local Government Act delimits the powers not only local but established, time-delimited, sufficient funding for these.
Urgent measures
Pending the adoption of the new funding model, the FEMP ask the Government the urgent adoption of certain measures, including raising the percentage of deliveries accounted for 95% today to 98%, and the regulation of advances treasury account of the settlement of the taxes ceded and participation in State taxes in the same terms as the autonomous communities.

In addition, the Committee on Finance and Local Funding request of a law making funding urban public transport receive funding from the autonomous communities and the state administration, covering the current annual deficits.

The Committee on Finance and Local Financing, chaired by Miguel Angel House, has 25 members, including the mayors of Fuenlabrada (VP), Santander, Alcazar de San Juan (Ciudad Real), Llanera (Asturias), Rincon de la Victoria (Málaga) or Arnedo (La Rioja).
The meeting this morning also agreed the establishment of a working group to seek proposals and courses of action to solve the serious problems that face local governments.
