If the Covenant of Mayors was the beginning of the commitment of cities for sustainable development, the Smart Cities are the future and both share the same goal: to reduce CO2 emissions in cities.

While Green Digital Charter focuses on efficiency to reduce emissions and improve the environment through ICT, the Covenant of Mayors aims to achieve energy efficiency in a more transversal.

Tight schedule in Brussels

The next day 29, the Mayor, Miguel Ángel Cámara, will speak at the European Parliament to explain the experience of Murcia in his progress as "intelligent city", especially in energy conservation and efficiency.

Along with the participation of House, the work session will be complemented by presentations by the mayors of Zagreb, Barcelona, Eindhoven and Bristol.

Miguel Angel House will also attend the meeting in Brussels of the Covenant of Mayors, under which the councils of the European Union attached pledge to reduce CO2 emissions, at least, 20% for 2020.

Currently, there are 3,000 European cities adhering to the covenant, of which some 300 Spanish, including Murcia, in 2008 - and Madrid were pioneers.

Savings and efficiency

House chaired the Eurocities Mobility Forum from 2008 to 2010 and currently is director of the European working group for energy efficiency of this network.

Murcia, along with Zaragoza, was the first capital of the country acceded to the document, which was approved by the General Assembly of Eurocities held in Stockholm in November 2009.

Subsequently, he joined Malaga proposal Eurocities was founded in 1986, of which over 130 are part of capital of 30 countries committed to a sustainable future and concerned about providing a better quality of life for its inhabitants.

The aim of Chapter Verde or Green Digital Charter Digital is to create a space for promoting the use of digital technologies to serve intelligent cities to find new ways to increase savings and energy efficiency, and address and the fight against climate change.

ICT is a key element to improve the quality of life and incorporate sustainable solutions in the cities, since studies show that it can reduce global CO2 emissions by 20% in 2020.

This is possible with the adoption of measures ranging from education and awareness and information services, health and transport, which can give global access to essential services, without sacrificing the environment.

These applications of ICT, such as security, education or energy.

The development of Digital Green Chapter is approached from the following main aspects:

1.

Cities such as digital platforms: Facilitate innovation to develop new digital structures that allow for activities with low carbon and adapt to climate change.

Cities should be early adopters sustainable technological solutions to climate change.

For example, Murcia has incorporated wireless technology free internet access in the center of town and villages.

2.

Integrated and large-scale solutions: Create a series of digital applications designed to improve the measurement, transparency and visibility of energy use and then get them to involve citizens, service providers, public sector organizations and companies , all of a local nature in pilot projects for use.

In this sense, Murcia has introduced telematics systems for the processing of fines and building permits and permits to publicize the services through the Council website.

3.

New Partnerships: Achieving local partnerships between leaders and key stakeholders in all cities to promote the new digital ecology program.

4.

Cities can lead by example by putting it into practice: to ensure that their own ICT infrastructure and digital services in the city leave the smallest carbon footprint possible and provide examples of both facing the private sector and for individuals.

Thus, 24 photovoltaic promoted Murcia located on roofs of municipal buildings whose energy production can be viewed publicly on the Internet.

5.

Open Innovation: To encourage and promote activities with low carbon in all sectors through innovative research activities and development.

As an example, Murcia launched a pioneering system of public bicycle rental in collaboration with local bike shops that promotes local businesses and operates through a shared computer application in real time and an associated website.

In his letter to the mayors of the Spanish capital, Camera transmits them convinced that "the use of new information technologies and communication, ICT, in shaping the digital world is now and will in the near future one of the largest sources of innovation and opportunity for job creation. "
