General Plan requires a review of Murcia to correct serious errors urban (28/03/2011)

Ecologists in Action Murcia Region has submitted to the City of Murcia an application for review of PGMO of Murcia, in order to correct the grave errors found in the same and involve a large and undue increase in urban use in a significant proportion the rezoning of land undertaken in recent years.

Ecologists in Action Murcia Region commissioned a technical report on the assignment, in the municipality of Murcia on protected land such as General System of Open Spaces.

This technical report shows that since 2001 has been providing urban use, completely irregular, the protected land, through its assignment as the General System of Open Spaces.

Such detachment, but does not imply a direct conversion of protected land, it can increase the developable land in urban use.

This mechanism has been used in the case of the SPA and saws Valley Altaona and Escalona, ​​allowing a large increase in housing developments built in the Campo de Murcia.

Specifically, the irregularities have included the following:

- The Land Law of the Region of Murcia, April 2001, defined in article 65 are two categories of undeveloped land: one that had some type of specific protection and protected by planning.

In accordance with Article 98, none of them could be assigned as the General System of Open Spaces, and that within this classification included only public parks and gardens.

Neither PGMO Murcia allowed, approved several months earlier.

- The amendment to the Land Law in May 2004 changed the wording of Article 98 of the form included in the section on General System of Open Spaces "natural areas and are rated" So, for land natural areas may be considered as general systems must be expressly described as such, and in charge of branding is the General Plan of each municipality.

- On January 21, 2006 publishing the final approval of the PGMO adaptation of the Land Law, but the PGMO remains unchanged as this document relates only to the rectifications to be made, among which is included need to differentiate between "the land protected by the planning NF NF specific protection, to respond to a different object and scheme."

The increase of construction, this means increasing mechanism has generated tens of thousands the total number of dwellings allowed, against any consideration of sustainability and spatial planning.

The last meeting of the Participation Committee for the Management Plan of the SPA showed overwhelming rejection of the Commission address this assignment of general systems in the SPA and the associated and unsustainable increases in housing developments built in the Campo de Murcia , which is totally incompatible with the preservation of the values ​​of the SPA, especially in relation to the populations of raptors, which just used the Field of Murcia as home range, feeding and dispersal.

Ecologists in Action has filed with the City of Murcia a resource for special review under Article 2.3.2.2 of the Land Law, in order to immediately correct the erroneous inclusion of specific protection of soils and land reserved for general systems and secondments to annul the general system of specific protection floors made from June 1, 2006 to present.
