"Spain is the most decentralized country in Europe," said this morning at the Universidad Catolica San Antonio de Murcia, the former Secretary of State Territorial Organization and Member of the Popular Party in Madrid, Gabriel Elorriaga.
The politician has filed with the Secretary General of FAES, and Member of Parliament for Murcia, Jaime Garcia Legaz, the FAES 'Report on Public Sector Reform "during a panel discussion framed in the informative program of the Department of Political Ethics and Humanities, UCAM-FAES, for the year 2010-2011.
Gabriel Elorriaga explained in his speech that no European country has a level of regional spending as high as ours and that this is largely due to the lack of an exercise of critical analysis in relation to expenditure and the real effectiveness of services.
"The FAES report on Public Sector Reform deeply affect the shortcomings and weaknesses of a regional model such as Spanish, characterized by a complex operating system. The study is called for the establishment of more equitable and rules that avoid explicit conflict in decision making and enable normal operation of the model. "
For his part, Secretary General of FAES, Jaime Garcia Legaz, has stressed that in Spain on situation analysis and lack of initiatives to solve problems.
"Do not try to re-centralize Spain or transfer powers from the autonomous regions of the state. We believe in a state of autonomous, efficient and viable," he assured.
