National Dialogue Forum is part of the project 'Tools to support decentralization processes in Ibero America "led by UN-HABITAT in close collaboration with a group of institutions among which are the Committee on Decentralization and Local Autonomy of Cities and Local Governments led by the Barcelona Provincial Council, the International and Ibero-American Foundation of Administration and Public Policy (FIIAPP), the Ministry of Regional Policy of the Government of Spain, the Spanish Federation of Municipalities and Provinces and the Spanish International Cooperation Agency (AECI .)
The project began development in 2008 following the approval by the United Nations Guidelines on decentralization and strengthening of local authorities and aims to provide management tools for decentralization to achieve better quality and access to local public services and encourage debate on the territorial organization and the division of powers between different levels of government.
Hontoria has exposed the Spanish experiences that serve as examples for the new model of decentralization in Ecuador.
Councilmember has been invited by the Spanish International Cooperation Agency.
Beatriz Hontoria has held meetings with the Ambassador of Spain in Ecuador, Federico Torres, Secretary of State, Ministry of Land Policy, Gaspar Zarrías, Mayor of Quito, Augusto Barreda, Mayor of Cuenca, Paul Granda, Secretary General of Planning , Juan Pablo Munoz, and Councilor Albuera-Badajoz, Carmen Álvarez Albano.
