The Mayor's House is promoting a plan that will save 37 million euros per year on energy bills of the municipality The objective of the Action Plan for Sustainable Energy Murcia released today by the Mayor is a 40% reduction of greenhouse gas emi (22/11/2010)

The cumulative investment amounts to 310 million euros, of which 162 million are directly or indirectly to the City

Murcia and has its own Action Plan for Sustainable Energy.

The Mayor, Miguel Ángel Cámara, today introduced the document containing the guidelines to follow to achieve a 40% reduction of emissions of greenhouse gases until 2020.

The Plan of Action for Sustainable Energy describes the specific steps that must be done in the municipality to achieve a more rational use of energy by encouraging their savings and boosting renewable energy.

The Plan will generate a total saving of 1770.78 GWh / year in 2020, in terms of emissions, means avoiding over tCO2/yr 557,204.94.

The cumulative energy savings provided by the plan through 2020 totals more than 7,000 GWh.

The cumulative investment plan of up to 310 million euros distributed to 2020, of which 52% -162 000 000-correspond to the City.

In total, generate economic savings for the municipality of nearly 37 million euros per year by reducing energy bills.

In 2019 the cumulative savings will exceed 332 million euros.

Some of the most important measures that will allow the municipality to reduce its energy consumption are:

- Sustainable Urban Mobility Plan of Murcia and actions arising: In total, this action will save 187Gwh/año and tCO2/yr 49,500

- Tramway de Murcia: (17 GWh / year and 4300 tCO2/yr)

- Bicycle Master Plan that includes the Network of cycling trails in the city roads with a total of 551 km and will be designed and completed in 2016 (97 km have already been executed) and that has the launch of a new system public rental bicycles.

- Ordinance on Energy Efficiency in external lighting, will save 8.6 GWh per year.

- Ordinance bioclimatic introduction of the new buildings will save 7 GWh / year.

- Municipal buildings efficient class B or higher.

- Energy efficiency measures and energy use of biogas in waste treatment plants and water purification.

Much of these measures are already implemented and represent a saving of 23 GWh / year and 16.000tCO2/año.

- Promotion of PV systems, both public and private.

Generated from January 2008 to April 2010 80GWh/año savings equivalent to 38,300 tCO2/yr.

- Training workshops for household savings through behavior change.

We had very good results with them getting an average savings of 7% on your household energy.

- Reductions in road tax for hybrid or electric vehicles.

Energy saving 427 mwh / year and cost 127 tCO2 years

- Aid to citizens and businesses to invest in measures that will achieve energy savings in your home or commercial buildings.

- Energy efficiency in street lighting with the introduction of astronomical clocks, technology and systems for power reduction.

- Energy efficiency in traffic lights, through the introduction of LED technology.

- Use of biomass energy.

Savings 4 mwh / year and 1 tCO2/yr

- Promotion of municipalities for the creation of a cluster of green technology companies, specializing in water conservation, energy efficiency and renewable energy.

Save 35 mwh per year and emissions tCO2 28 years.

- Use high efficiency lighting and low consumption in new or rehabilitated municipal buildings.

1450 Savings mwh / year and 682 tCO2/yr

- Improved energy efficiency and solar support of solar thermal municipal offices.

Savings 1,236 MWh / year and 11758 tCO2/yr

- System monitoring and control of power consumption in municipal buildings from remote management accountants.

Save 126 mwh / year and 59 tCO2/yr.

Murcia plan followed by other European cities

The Sustainable Energy Plan Murcia, approved by the Board of Governors on a proposal from the Department of Environment and Urban Quality through the Local Agency for Energy and Climate Change in Murcia, has been recognized internationally as an example of good practice worldwide.

In particular, Murcia presented this plan to the Forum of Eurocities in the conference held in Madrid in February 2010 where representatives from over 50 European cities met the preparation of the Sustainable Energy Plan of the Municipality of Murcia as a guide for developing a similar plan in their respective municipalities.

Moreover, last May the Mayor of Murcia, Miguel Ángel Cámara, was invited to the Inaugural Session of the International Conference on Energy Efficiency "GlobalEE" held in Washington (USA) to describe the energy plan developed in Murcia example of good practice in energy efficiency.

Developing a Plan of Action for Sustainable Energy is one of the commitments of the Covenant of Mayors, under which municipalities of the European Union attached pledge to reduce CO2 emissions, at least, by 20% by 2020.

Currently, there are 2,118 European cities adhering to the pact, of which some 300 Spanish, including Murcia and Madrid were pioneers.

The official signing of the Covenant was held in Brussels on February 10, 2009 by the Mayor, Miguel Ángel Cámara, assuming this ambition for the town.

This Action Plan is the result of a process of analysis of more than two years in which we proceeded to the development of an energy assessment of the municipality to identify the main potential to be developed for improving the energy intensity of the municipality and reduce greenhouse gas emissions Murcia greenhouse.

This diagnosis studied the patterns and the energy performance of the municipality according to the different energy consuming sectors such as transport, construction of residential, services, industry and public lighting, among others.

Consensus and participation

The Plan prepared by the City of Murcia, through ALEM, puts special emphasis on open avenues for citizen participation in monitoring and continuous improvement plan through the Energy Committee of Murcia, which are present public and private institutions and as neighborhood associations, environmental associations, traders, and is open to anyone interested.

This committee is an advisory body that works in the biennial review and improvement plan through a process of participatory democracy.

Thus, this plan is the result of a significant participation, broad consensus and the principle of participatory democracy, as it has been an open process.
