The City Council reduced the deficit by 15% despite the economic crisis (22/07/2010)

The Deputy Mayor of Finance, Joaquin Moya-Angeles, has announced this morning the settlement of the 2009 budget, a budget that focused mainly on cost containment and maintenance of social policies as a result of the acute economic crisis.

Undoubtedly, in times of crisis is when the government should have a more active social policies aimed at the elderly, women, children, disabled, etc..

and everything that means the provision of social services, basic care and health education to improve the services citizens receive.

And this has been done from the City of Murcia.

Per capita expenditure in 2009 was 1092.26 euros.

The substantial reduction in revenue recorded in 2009 has led to the city of Murcia to undertake important measures that contribute to maintaining the services provided to citizens, reducing expenditure while maintaining and increasing-in some cases, the tax benefits Murcia offer.

An example of the strong contention of the government team is to reduce the deficit of the City, which has fallen around 2.5 million euros, representing a decrease of 15%.

Moya-Angeler further pointed out that it has fulfilled the forecast of 334 million euros, representing 90%, and the payment to suppliers amounted to 90 million euros.

Income.

The economic crisis has led to the city of Murcia has left to join 44.5 million euros.

Of the total, 13 million is the amount that the State should have entered into city coffers and has forced the administration to undertake a major effort.

Regarding taxes in 2009 were allowed to enter by capital gains, ICIO, licenses and tax benefits totaling 31.5 million euros.

Nevertheless, the City Council of Murcia have been able to carry out a major reduction in spending by the implementation of an austerity plan focused on the following measures:

1. Freeze salaries for council members, officers and temporary staff.

Creating a Spending Commission, which controls all expenditures in excess of 600 euros.

3.

Reduction contributions to parties.

4.

Christmas lighting reduction.

5.

Freezing the purchase of furniture and fixtures.

6.

Freezing the purchase of vehicles and current fleet adjustment.

7.

Reducing the electric bill, by lowering the intensity and adjusting the on and off.

8.

Reduction of overtime and shift the necessary days.

9.

Reducing costs and receiving protocol.

10.

Reduction of 50% of advertising expenditure.

11.

Deletion of 80% of regular mail to calls for actions, is now handled via the Internet.

12.

Downward revision of current contracts by 10%.

13.

Control of fuel for city vehicles.

14.

Control of air conditioning use in municipal buildings.

Regarding the measures that have been built this year should be noted:

1.

Reduction in salaries for council members, officers and temporary personnel, approved at the last plenary, but were already frozen for two years.

2.

Reduction, generally 30% of subsidies and suspension of others.

These measures have yielded positive savings, estimated at 5,035,000 euros, representing 1.5% of the total budget.

Debt.

At December 31, 2009 the indebtedness of the City of Murcia was 235 million euros, four million more than in 2008.

Note that the maximum limit by which it could leverage is at 125%, but the state debt in 2009 stood at 68.7%, a figure which shows, according to Moya-Angeler " good health and compliance by the administration since the debt capacity can still reach 159 million euros, however, is more than obvious that this figure is not going to get or what we plan to do " .

Regarding investment, the major projects of 2009 were, without doubt, the Coastal North and South, along with the variant Sangonera La Verde and the start of construction of the tram.

The works of New Beniaján Avenue, connecting the districts of the southeast of the city, creating Fica-Beniaján axis (from the Fica to the curve caruto popularly known as), and running.

This road will transform the communications system in the area, as has happened with the open sections of Avenida Miguel Indurain.

The new road in the Campo de Murcia motorway linking the Mar Menor and the future Santomera-San Javier motorway.

This new road will follow the various developments in the field of Murcia and connect with the future airport at Corvera.

These were, among other major projects that will soon be enjoyed by citizens, and it is work that is running and that in the coming months will be a reality. The City Council held investments worth over at 85 million euros.

Although the 2009 budget was prepared taking more than present the economic crisis of the moment and currently continues to meet the commitments and this has been essential and important effort of the government team.

The investment of the City Council in 2009 increased considerably, from 0.14% to 0.28%.

In this regard it should be stressed that investment per capita in the year 2009 was 295.86 euros.
