NOW MURCIA calls for the accession of Murcia to the manifesto 'Municipalities for the effective fulfillment of the State Pact on Gender Violence'.
The municipal formation will present this proposal in the next Plenary, seeking to demand the fulfillment of this Pact approved in the Congress of the Deputies in September of 2017 and to vindicate the important role of the municipalities in the fight against gender violence.
The manifesto, to which municipalities such as Madrid, Pamplona and A Coruña have already added, recalls that "the State Pact confers a leading role on municipalities in the prevention, detection and comprehensive attention to sexist violence, and establishes a path of direct financing to the local Administration ".
On April 6 and 7 more than 40 municipalities and organizations of the feminist movement met in Madrid to analyze the implications of the State Pact on Gender Violence for municipalities.
In this forum, the key aspects for the local corporations contemplated in the Pact were discussed: competencies, financing, quality standards and contracting.
The municipalities present agreed that after more than 6 months of noncompliance with the State Pact, it was pertinent to prepare a common document to obtain the maximum number of possible municipal accessions, thus demonstrating the need to urgently implement the agreements adopted in the agreement.
The spokeswoman for Ahora Murcia, Alicia Morales, expresses her conviction that "all municipalities must unite their voice to demand compliance with the State Pact on Gender Violence, and that it be provided with the necessary resources, since in such a crucial issue is not enough with good words and mere declarations of intent. "
The State Pact on Gender Violence recognizes the obligations of the different administrations in the prevention and fight against violence against women and domestic violence.
It must be remembered that the European Convention, known as the Istanbul Convention, expanded the performance of all public administrations, including local authorities, in the face of gender-based violence in all its manifestations: in addition to the violence committed in the context of the couple or ex-partner, include sexual violence, sexual harassment, forced marriages and female genital mutilation, among others.
The manifesto states that "the specific regulations and the State Pact attribute to the municipalities the duty to pay attention to women and minors victims of sexist violence under the standards of availability, accessibility and quality, but this challenge is currently difficult to meet for most municipalities for lack of a stable professional structure that supports the appropriate programs and services ".
The manifesto that Now Murcia will take to the next Plenary includes among its measures require the central Government to transfer the credit of 20 million annually planned for 2018, committed to measure 206.A of the State Pact, whose purpose is to ensure compliance by part of the municipalities.
The document also contemplates the establishment of an agreement on minimum standards for comprehensive municipal attention to the victims of the different manifestations of sexist violence, which entails a cost study by population in order to effectively implement it.
