Sergio Ramos, councilman of Cambiemos Murcia, today proposed the creation of a specific hiring table in order to unblock the activity of municipal boards, frozen at this time by the new Public Administration Contracts Law, which limits contracts under exceptional and justified cases, whose sum with the same company does not exceed 40,000 euros in a single year.

The City Council, Ramos explained, "have had a lot of time to update their hiring system, if the activity of the meetings is paralyzed again, it is due to a lack of foresight on the part of the Government Team, which joins several similar situations since 100% of investment budgets are not carried over ".

In fact, for years, the lack of organization has forced the massive use of smaller contracts, as they were considered to be less than 3,000 euros until last year, currently 5,000.

This led to irregular situations such as Beniaján's well-known fractionation of invoices.

Thus, employers chose companies without public competition, which is now regulated by this new law that seeks greater transparency and guarantee of competition, significantly limiting minor contracts and leaving them for exceptional situations.

According to the mayor, "we do not believe that the weight of the motivations for minor contracts should fall on the Presidents of the Boards who are legally unrecognized figures and do not need technical support to make those decisions, nor in the administrators since the Law It establishes that the contracting body must carry it out. "

The municipal training considers that the responsible councilor should be, Eduardo Martínez-Oliva, who establishes a mechanism for those who sign it to do so with full responsibility and guarantees.

"There are mechanisms established in the Law so that the Municipal Boards can function in an agile manner and increase the transparency and efficiency in the contracting", added Ramos.

As the mayor has concluded, a rational organization of the Municipal Boards is necessary, they can not be maintained "thanks to the voluntary work of the members in complicated technical and political conditions".
