NOW MURCIA demands a restructuring of the primary care social services in the municipality, "really overwhelmed, especially in the city of Murcia", and whose shortage "and improvable planning and coordination" have consequences in the increase of family responsibilities, in the complaints and evictions for rent, energy poverty or problems of child feeding, among other issues, in addition to severely hamper the work of social service professionals and get to generate stress and pathologies.
Faced with this situation, Now Murcia will propose at the next Plenary that the City Council develop a Municipal Community Plan on Social Services, which takes into account the development of coordination strategies between councils (Employment, Housing, Social Rights, Health, Culture, Urban Planning ), and between neighborhoods and districts.
Prior to this Plan, the Social Services area should make a diagnosis, addressing the existing ratios in the primary care of the municipality, the workloads, and the demand of the UTS (Social Work Units), together with other possible assessments.
Finally, Murcia now demands that the City Council develop a strategy to achieve the reduction of the ratio of inhabitants / professionals in the UTS, contemplating the possible reinforcement of professional staff of social work, social education and psychology.
The average ratio in the municipality of Murcia is about 14,000 rooms / professional UTS, when the regional average is 8,093 and the ratio estimated to offer a quality service is between 3,000 and 6,000 inhabitants / professional.
The UTS have among other objectives "guidance, advice and support to individuals, families and groups that require intervention by the social services system, and involves a unique assessment and a basic social diagnosis for a professional, social and of accompaniment ".
Miguel Angel Alzamora, councilor of Now Murcia, states that "this overflow suffered by the UTS of neighborhoods in the city causes the services they provide are much less effective, which entails, in turn, distrust in social services by of vulnerable people and groups, who in many cases stop going to these services that they need so much ".
The mayor notes that in the neighborhood of Murcia with higher ratios of inhabitants / social worker, the first interview with the users of the UTS is granted "between 1 and 2 months after their request", while they take "up to 6 months in receiving finally aid, such as emergency, "which brings with it problems with the payment of rent, payment of overdue bills for electricity, difficulties to purchase food for minors, long waits to receive aid to the dependence, etc. .
Alzamora stresses that in addition to a lack of professionals in the UTS of the municipality there is a lack of social facilities, "that there is a great need to improve, as recognized by the administrations themselves".
And, in addition to this increase in resources, "a reorganization of these is necessary," he says, "as well as establishing methods of coordination between the affected councils."
The councilor of Murcia now also emphasizes "the need to recover community work in the neighborhoods and districts of the municipality, which has suffered a notable neglect in recent years."
Alzamora stresses the importance, for preventive purposes, of this community work, "that puts in contact with the reality of the neighborhoods and promotes issues such as the promotion of health or the fight against dropping out of school".
