The councilman of Change Murcia Sergio Ramos has denounced today in press conference that the person in charge of Property, the popular Eduardo Martínez-Oliva, applies of form "torticera and caciquil" the new Law of Contracting of the Public Administrations, with the aim of subtracting transparency to the contracting process avoiding that all the municipal groups are represented.
Ramos explained that the new law, which is a transposition of directives 23 and 24 of 2014 and will go into effect next Friday, improves public procurement in several aspects and, particularly, helps to avoid the award with the sole criterion of price .
In this sense, Cambiemos Murcia has denounced that the PP, to avoid the application of this law, has approved of urgent way more than 16 projects last week, including some emblematic ones that would have needed a previous debate.
"But the most serious thing is that by making a biased interpretation of the law, the Popular Party intends to remain on the Contracting Committee, while excluding the rest of the groups, except the PSOE, and without having discussed or proposed any way to continue supervising the contracting work ".
Ramos explained that this proposal has not been agreed or even discussed with the councilor in charge, who "applies the order and command without taking into account the composition of the plenary session and its lack of an absolute majority."
This is the result, in the words of the mayor, of the "fear" that the government team has to the audit work that the groups have carried out until now, and that has resulted in the control and imposition of sanctions on certain companies by breach the specifications.
He assured that the fact that Martínez-Oliva has decided to keep the PSOE on the table is "nonsense" because it is based on the application of an additional provision of the new rule that is especially aimed at small municipalities, and is not the Murcia case.
"The law clearly states that the presence of elected representatives should be avoided, and the Treasury councilor himself assumed it in the beginning, but he has changed his mind recently."
"It is clear that the PP is bothered by the role that Cambiemos Murcia has played in the table, we are expelled because we are uncomfortable, because we have worked rigorously," he said.
Murcia change ask at the next plenary session that the City respect the new rule, which considers "more transparent and respectful", and allow municipal groups to be present in the Bureau as guests, having access to all information.
