The Department of Sports and Health proposes to sign the Declaration of Shanghai, which defends the promotion of health and sustainable urban development and the responsibility of local leaders in creating the conditions for all the inhabitants of the cities to have a life more healthy, safe and full.
Cities are at the forefront of sustainable development and municipalities have the power to drive real changes.
With this premise, the Plenary will pronounce next Thursday on the Declaration of Shanghai on Healthy Cities, after the opinion agreed by the Committee on Employment, Social Rights, Education and Culture.
This declaration, signed by mayors from more than 100 cities, commits five principles of governance: integrating health into all policies, addressing all the determinants of health, promoting strong community participation, reorienting health and social services towards equity and assess and monitor the burden of morbidity, well-being and the determinants of health.
The initiative recognizes the responsibility of local leaders in creating the conditions for all the inhabitants of the cities to have a healthier, safer and fuller life.
In this sense, the Shanghai declaration delimits 10 priority areas of action for healthy cities.
Thus, the mayors' commitments are specified in:
We will strive to meet the basic needs of all inhabitants (education, housing, employment and security)
We will take measures to eliminate air, water and soil pollution and fight against climate change
We will invest in children
We will make environments safe for women and girls, protecting them from harassment and gender violence
We will improve the health and quality of life of the poor population in urban areas, the inhabitants of slums and informal settlements, and migrants and refugees
We will fight the different forms of discrimination
We will protect cities against infectious diseases
We will design cities to promote sustainable urban mobility, walking and physical activity
We will implement policies on the safety and sustainability of foods that promote access to healthy and affordable foods and safe water, reduce the intake of sugar, salt and alcohol
We will make the environments smoke free
