NOW MURCIA raises the "urgent need" for the City to make reports and take action on the social housing of the municipality, "which is in a situation of great neglect by the PP Government."
Councilman Miguel Angel Alzamora explains that the municipal training considers necessary "to know the use that is being given to the municipal housing park, to know the housing needs of the vulnerable families of the municipality, and to know the conditions and property regime of the housing empty. "
With the aim of the City Council to prepare reports on these three aspects, "from which measures are taken adjusted to reality and effective", Now Murcia will submit a motion in the plenary next Thursday.
Alzamora highlights that "since 2013 the EU reminds the Spanish municipalities that investment in social housing, besides guaranteeing fundamental rights, generates local economy in the municipalities."
On the other hand, there is the circumstance that "it has been more than 10 years since municipal public housing was built," while "the rental price of the house in the municipality has increased between 18 and 23%, in the last 5 years, which has still placed many more families in a very difficult situation to access decent housing. "
The mayor states that "the problems of access to decent housing in this municipality are known for the population in situations of special need, it is a well-known population by the Municipal Social Services, and also, by the Housing Service of the City Council , since, among other things, there are more than 1,200 families that year after year share the waiting list of municipal social housing.
"The families of the municipality that have serious difficulties to pay the rent, increase, and when they access rental aids, they arrive very late," says Alzamora.
"These are situations that also affect small landlords, as they result in conflicts between neighbors, which in large part end up in the courts."
Other situations that are occurring in various areas of our municipality are "the increasing existence of substandard housing, and irregular occupations, housing need, families and individuals." Before all this, "highlights the council," public policy of housing in these situations are practically nil ".
Miguel Ángel Alzamora recalls that the Housing Department of the City Council began in January 2016 the second phase of the development of a Census of Municipal Housing, which began to be developed in 2015. "Three years later, we have no data available on that Census, nor do we know the results of the actions that have been developed for the maintenance, conservation and repair of the municipal housing stock for an amount of more than 300,000 euros per year, announced by the City Council in May 2017. "
In addition, the Consistory created in 2015 a Commission of Residential Exclusion to relocate to families in situation of extreme residential exclusion and chronified of the municipality, for which it destined 1,3 million Euros of European aid, in spite of which "until now the impact it has been null and the commission is inactive. "
The working group on 'Promoting access to housing on a rental basis' was also created in 2015, which "is also inactive, without meeting since 2016."
Reports and measures
"Given such nonsense," says the councilman, "from Murcia now we say we must move forward and close as soon as possible measures to know the housing situation in the municipality. In particular, we raised the need to prepare three reports: on the state of the the properties of the municipal housing stock and the social conditions of the families and individuals that inhabit them, on the housing needs of the vulnerable families of the municipality, based on the demand for social housing and the social assistance demanded in housing matters. Social Services, and on the conditions and property regime -great and small holders, second homes, etc.- of the empty dwellings of the municipality ".
Alzamora says that "based on this knowledge, efficient and effective measures can be planned and taken in terms of social housing, more adjusted to the reality of the municipality and that have to do with the dignification of the habitability conditions of the buildings and therefore It will also be possible, based on these reports, the proposal of measures to put empty houses to use, and that social intervention and housing procedures will be addressed with the families that need, among other actions.
