The Municipal Socialist Group has claimed sufficient budgetary resources to be able to comply with the requirements of the new Regional Law for the Protection and Defense of Animals of the Company, which has recently entered into force and has forced the withdrawal of the municipal ordinance on animal ownership.
Councilor Maite Espinosa explained that "we have needed almost two years to agree on an ordinance, precisely one of its benefits was its realism to establish rational deadlines to achieve zero sacrifice, and yet, has not come into force because the Autonomous Community has approved its own Law without taking into account what is established in the ordinance with which it enters into contradiction in various articles. "
In this regard, he pointed out that while the Law provides for a zero sacrifice in one year, the ordinance established a term of four, since we do not have facilities or resources to achieve that goal in such a short time. "Therefore," it is urgent that the Autonomous Community endow with sufficient economic resources to be able to meet the deadlines that it has established regarding the zero sacrifice, since at this moment the Zoonoses Center does not have the capacity to receive all the animals ".
Espinosa, who will defend a motion on this matter in the next plenary, considers that "the easy thing is to regulate, the difficult thing is to comply with the established and, since the terms of the Law are more restricted and more demanding, it must be the proper Autonomous Community which facilitates compliance with it ".
In addition, the councilor warns that there is a history in other municipalities, specifically in Madrid, where the autonomous law that came into force in March 2017, prohibits the slaughter of abandoned animals so it has generated a real problem, since within seven months of its entry into force the municipal animal protection center of Madrid does not have space for pet housing, so workers are powerless in this situation.
For all this, it asks for a budget not only to adapt the facilities of the Zoonoses Center, but also to subsidize the protectors that have their own facilities to avoid overcrowding of pets under unsuitable conditions.
