Miguel Angel Alzamora states that "the Consistory can not under any circumstances pass that subsidy" and stresses that "it should not be used for the City Council to save expenses that it had already planned to do, but it should serve to increase aid to families in those 273,540 euros "
NOW MURCIA claims that the municipal government uses the regional subsidy of 273,540 euros assigned to alleviate the effects of energy poverty, whose deadline expires on March 31.
Councilman Miguel Angel Alzamora stresses that "Ballesta and Conchita Ruiz have to hurry, because to make effective the subsidy of the Autonomous Community, the City Council is obliged to submit a project and, subsequently, to execute it before March 31."
For this reason, the municipal training has been addressed in writing to the Councilor for Social Rights, Conchita Ruiz, asking him to report on the project submitted to the Autonomous Community to receive the grant and how it is being implemented.
The objective of the subsidy is "to pay debts for electricity, gas and water from families at risk and / or social exclusion, which implies guaranteeing the supply to these households".
Alzamora states that "the Consistory can not under any circumstances allow this subsidy" and stresses that "should not be used for the City to save costs that he had planned to do, but should serve to increase aid to families in those 273,540 euros The subsidy has to improve the situation of many households. "
On November 8, 2017, Decree 249/2017 was published in the BORM, regulating the subsidies of the Autonomous Community to the municipalities of the Region to alleviate the effects of energy poverty.
The amount of this subsidy for the City of Murcia is 273,540 euros.
To access these grants, the City of Murcia must submit a project and approve it in the Governing Council of the Consistory.
For this reason, from Now Murcia has been requested to the Department of Social Rights the copy of the project and the document of approval of this subsidy.
Miguel Ángel Alzamora emphasizes that "the adequate management of these aids requires that they be informed to the most vulnerable population that may need it, and taking into account that there is a month and a half to carry out the execution of the subsidy, it is essential that families know as soon as possible that they can request them to pay the debts generated by energy expenditure ".
Given the publicity that the City Council is offering on the implementation of the Municipal Plan against Energy Poverty, Alzamora recalls that "Social Services is using the usual emergency aids, aid that can only be received by each family once a year, and that are used , in addition to energy poverty, basic food payments, aid for housing rents, orthopedic aids, infant feeding, etc. Therefore, when these aids are used throughout the year to address any urgent situation, can be requested again to address energy poverty when winter comes, which makes it even more important that the City Council use the subsidy enabled for this purpose by the Autonomous Community.
Alzamora also recalls that "another of the actions to address this problem would be to draft and approve the regulations of the Regional Housing Law, a norm that includes emergency measures to address energy poverty in cases of people immersed in eviction proceedings. This matter has not been regulated nor have agreements with the large electricity companies been made that are not taking measures that would be very favorable right now, and on this we can only point to the lack of will of the Government of the Region of Murcia, the Popular Party ".
Alzamora stresses, in addition, that "the consequences for the health of the energetic poverty have been demonstrated this cold winter when several SMS doctors have warned that it is one of the causes of the collapse every one of the hospitals of the municipality".
