The mayor Carlos Peñafiel responsible to the mayor of Murcia to hide behind the partisan and irresponsible interpretations of the Secretary of the Plenary not to answer questions from political groups in plenary sessions
Citizens Councilman Carlos Peñafiel today demanded the mayor José Ballesta to exercise his responsibility at the head of the City Council and abandon the bad practices in municipal Plenary as regards the proper compliance with the law.
On this occasion, the mayor has lamented that "for two and a half years we have been communicating the continuous irregularities of the PP in front of the City Council on several fronts." On this occasion, he made reference to "we have found that the lack of continuous responses to the questions asked in the plenary sessions, which are obliged to do so, entails a lack of unjustifiable transparency, even though the PP presumes otherwise. "
Thus, Peñafiel has reported that Ciudadanos brought to the attention of the advisory service to Local Entities, dependent on the general direction of the Local Administration, the way to proceed of the municipal government with respect to the questions, to which it never responds in the plenary sessions, as the Law marks.
This body - has explained - has been very clear: the questions have to be answered by the governing body to which they are raised in the manner established by the Organic Regulation of the Plenary (ROP) which is none other than, in writing and in the Full, and must also be included in the plenary minutes.
Therefore, "from Cs we demand that José Ballesta stop hiding behind the secretary of the Plenary Assembly and that, in the future and in compliance with article 22.1 of the ROP, he must respond in writing to each and every one of the issues that the councilors we formulate, hoping that, in the plenary session of this month, all will be answered and included in the minutes ".
"With this lack of transparency of Mayor Ballesta and his team we can not exercise our control of the governing bodies, something that seems intolerable and very serious in a democratic state," he concluded.
