The mayor of Murcia, José Ballesta, and the Minister of Family and Equality of Opportunities, Violante Tomás, today signed the collaboration agreement that regulates the conditions and guarantees in the electronic exchange of data between both administrations, with the aim of improving care social to Murcia.
This past year 2017, the municipality of Murcia gave social attention to a total of 32,000 users through the different programs of the Department of Social Rights directed by Conchita Ruiz.
The agreement signed by the mayor of Murcia has also been signed by the municipalities of Abarán, Puerto Lumbreras, Cieza, Fuente Alamo, Archena, Aguilas, Los Alcázares, Totana and Yecla.
José Ballesta said that "this agreement is the starting point for the implementation of the unique social history, which is the equivalent in social care to the health record" and noted that "the City Council has provided social attention to 32,000 Murcians this past year, with municipal financial aid for the payment of rent, electricity and the domestic environment, home help service or telecare ".
With respect to the benefits of the Community managed by the City Council, in the municipality of Murcia there are 10,000 people who have recognized the degree of dependence and more than 1,900 beneficiaries of the Basic Insertion Income.
After the signing of this agreement between the Murcian Institute of Social Action (IMAS), the Ministry of Finance and Public Administrations and the local entities of the Region, the Unified System of Information of Users of Social Services (called SUSI), will be shared among administrations.
The objective is that all data and mandatory reports that professionals of the centers of Social Services of Primary Care of the town halls have to carry out, both in the instruction and processing of procedures that are related to the IMAS, can be done using the System of Information of Users of Social Services available to the Community.
This collaboration goes now further, since the subscription of this agreement will serve to share the files of Dependence between IMAS and local entities, to create a unique and electronic work file.
Security in the use of data
SUSI is an electronic window between the UTS (Units of Social Workers) of local entities (municipalities and associations) and the IMAS for the management of procedures in social matters.
The tool allows the consultation of the status and the most important details of all the files managed in the IMAS with respect to a citizen.
As for the profile of the citizen, it informs about his residence address, his representative, his address of notification, his form of notification, date of birth, data of his parents, DNI and sanitary card, among others.
In relation to the Social Services Centers of public or concerted ownership, it also informs of the attendance of the persons, in the past or in the present, the monthly payments and co-payments made, the absences and the hospital admissions.
In disability recognition records, it reflects the values ​​of mobility, degree of disability, documents requested and delivered, and appointments made.
As for the Dependency files, with this system you can consult all the steps processed and their status, degree values, benefits granted, resolutions received, requested centers, documents required and delivered, and appointments for assessment, among other aspects.
The system includes information on non-contributory pensions, processed files, latest payroll collected, documents requested, documents delivered, current collection account, and other information in the file, as well as Basic Income or other economic benefits.
To do this, the SUSI application manages the authorization of the citizen for the transfer of their data to the local entity in case it had not previously stated in any of the requests of the IMAS.
To this end, there is an electronic record of data transfers of the citizen, to which the citizen can request his discharge or discharge at the time he wishes.
For compliance with data security there is also an audit where each query or access to information is recorded.
