The City Council and the Association of Guide Dog Users take advantage of the celebration of San Antón to present the collaboration agreement between both, remembering the right of access, circulation and permanence in any space, establishment or means of transport of these animals and the Decalogue of the Citizen Behavior
Dogs perform an important and decisive work in support tasks, assistance, warning, assistance and driving of people with disabilities, not only circumscribed to the visual deficit, but to any other type or scope of the psychic, physical or sensory disability.
The Association of Guide Dog Users and the Murcia City Council wanted to celebrate the festivity of San Antón, patron saint of animals, by recognizing the unquestionable help that dogs provide in the daily life of thousands of people and at the same time time, remember the right of access, circulation and permanence in any space, establishment or means of transport of these assistance animals.
This is reflected in the regional law of March 3, 2015 and, in the municipality of Murcia, insists on this through a collaboration agreement between the City Council and the Association of Guide Dog Users that they have presented today, in a act that has counted with the assistance of the councilors of Social Rights, Sports and Health and Traffic and Security, Conchita Ruiz, Felipe Coello and Lola Sánchez, respectively, together with the president of the Guide Dog Users Association, María Dolores García Ayala , the vice president, Miguel Ángel Clemente, and the vice president of the Territorial Council of the ONCE of the Region of Murcia, Inmaculada Carrillo.
A collaboration based on the will to ensure the social inclusion of a minority group in society that at times can encounter problems of access to public services and public use.
In this sense, both Ruiz and Coello have insisted on the need to denounce whenever there is a limitation to exercise that right that is inherent to the user, accompanied by an assistance dog, for access, circulation and permanence in all spaces, transports and establishments public or of public use '.
In addition, this right also covers facilities, establishments and private spaces for collective use, including the working, administrative, cultural, recreational and leisure environments.
It is, in short, to 'guarantee citizens with disabilities basic accessibility conditions, non-discrimination and equal opportunities', explained the Councilor for Social Rights.
The collaboration agreement aims to ensure that Murcia remains a city that respects the rights of people who are accompanied by assistance dogs.
In order to remember these rights and obligations, the City Council and the Association of Guide Dog Users have announced new actions that will be implemented, including social awareness campaigns in the hospitality industry, shopping centers and supermarkets, taxis and Public transportation.
It is planned to establish joint sanitary control protocols, by local police and municipal veterinarians, to ensure compliance with regulations by animals, as well as collaboration with Local Police in case of complaints from users to prevent access to a service public or public use, said Lola Sánchez.
Also, the Councilor for Traffic and Security has announced that in the coming months will be installed 8 systems of bells at pedestrian crossings in Puebla de Soto, Espinardo, Sangonera la Seca, Patiño, Bacons Bridge, La Raya, Barriomar and El Palmar , which will be added to the 50 that already exist in different neighborhoods of the city and in districts, among them, Los Garres, Churra, San Pío, Cabezo de Torres or Torreagüera.
Likewise, talks will be held in schools, colleges and universities to disseminate the role of the assistance dog through the Decalogue of Citizen Behavior that offers practical advice for the behavior of people in the presence of a guide dog:

The Association of Users of Guide Dogs of Murcia was born on January 17, 2009 in order to disseminate and disseminate the social work of their animals and promote campaigns and activities that make known the right of access for people who are blind or with visual deficiency users of guide dogs to places and public or public spaces and that there is regulation and legal regulations that support it.
At the beginning of the eighties, the first guide dogs arrived in Murcia: Lacky, Benson, Hermes and Sugar.
Since then, the number of guide dogs in Murcia has been gradually increasing, until currently reaching about twenty users in the municipality, and double in the Autonomous Community.
