The Governing Board today approved the initial approval of the Special Arrangement and Protection Plan for the Archaeological Zone of Arrixaca Nueva, a mandatory document derived from the Master Plan that contains the conservation measures on and below the BIC environment.
The planning instrument maintains the urban qualification of the PGOU but establishes more demanding protection conditions, by reducing the space allowed for small constructions linked to the archaeological zone and restricting the use exclusively to the cultural nature.
The Governing Board has initially approved the Special Arrangement and Protection Plan for the Arrixaca Nueva Arrabal Zone, a document that is part of the San Esteban Master Plan, whose processing is mandatory and is carried out in parallel. independent to this one.
Its fundamental objective is to achieve physical, economic and social revitalization and the preservation and enhancement of the San Esteban complex.
The special plan, whose progress was approved last July, continues today its administrative process, in a document that contains the management measures on and below the BIC and its protection guidelines.
From now on it is submitted to public information for a period of one month, and subsequently it must be approved by the Plenary of the Corporation.
The BIC environment has an area of ​​13,045 m2, an area larger than the scope included in the Master Plan, which also affects streets and adjacent spaces.
This special plan is the first approved by a municipality of the Region of Murcia in relation to the protection of an archaeological area affected by a BIC.
In this case, it is a planning instrument that maintains the consideration as a green zone of the San Esteban environment established in the PGOU, but incorporates more protective criteria, in addition to restricting the use exclusively to the cultural, excluding other possibilities allowed by the planning (sports tracks or small constructions of a temporary or definitive nature under administrative concession or authorization).
The conditions of protection established in the special plan have a double scope, distinguishing between the one referred to the protection cover of the archaeological site and below ground, where the San Esteban Archaeological Zone (ZASE) is located.
Regarding the space above ground, the special plan foresees that the sum of the wooded area and the cleared surface, destined to the contemplation of the deposit, is at least 80% (against 30% established in the PGOU), while the uses linked to the cultural-museum space that could be housed in small buildings, allows a maximum occupancy of 5% of the park surface (10% in the PGOU).
In addition, any construction that is foreseen will have the height limited to 4.5 meters (similar in both cases).
In any case, the specific use of the permitted small buildings will be linked to the investigative, museum, exhibition, recreational and use destination by the citizens of the ZASE, such as access to the site, cafeteria, administrative and control area, exhibition hall , dependencies necessary for the collection of maintenance and excavation of the remains, etc.

To show the unity of the San Esteban BIC Ensemble, and taking advantage of the desacralization of the church for its exhibition use, the possible connection under zero level of both spaces is raised.
Regarding the proposed protection structure, the plan establishes minimum benefits referred to the size of the supports, the permitted structural elements or the ventilation system, natural or artificial, in addition to the free height of passage that, in the zones Visitable, will be, at least, 3 meters.
It also addresses the foundation system, using piles or micropiles, to continue with the archaeological investigation.
The document that has received the initial approval today will be sent to the General Directorate responsible for urban planning in the Autonomous Community and will be submitted to the General Directorate of Cultural Property.
