The Councilor for Finance and Contracting has explained that a study table will be created for the whole process of outsourcing the service since 2000 because "you have to be rigorous before making assessments and for that you need to know the documents"
The reports made by the municipal technical services have been put back on the table to assess the functioning of the contract maintained by the City Council with Tribugest.
This has been one of the aspects addressed today by the Commission of Surveillance of the Contracting, chaired by the Councilor for Finance and Contracting, Eduardo Martínez-Oliva, which has had the presence of representatives of all municipal groups.
Martínez-Oliva has reported the existence of two recent rulings handed down by the social courts in relation to the workers of Unipost, a company subcontracted by Tribugest to make the notifications.
Both judgments indicate, on the one hand, that the dismissal of an employee was appropriate and, on the other, that there was no illegal transfer of workers.
The Councilor of Finance has also explained the increase of more than 4 points - 89.07% compared to 84.84% of 2016 - produced in the collection of the IBI in the period of voluntary payment due, to a large extent, to the campaigns of information made by Tribugest by sending 65,446 SMS and 74,750 emails, among other measures.
At the meeting, which Martínez-Oliva points out has been developed in an atmosphere of understanding and collaboration, the proposal to initiate a sanctioning proceeding to Tribugest for incurring a breach of the terms of reference when subcontracting a service with Unipost de incorrectly, as established by various reports prepared by the municipal services.
Finally, the Minister of Finance and Contracting has expressed his willingness to create a study table, proposed by the PSOE, to analyze the process of outsourcing of this service since 2000. As explained by Martínez-Oliva "we want to encourage participation and transparency, because it is important that we all know the dossiers so as not to speak by ear and do it with knowledge and rigor ".
In this regard, it should be noted that the GTT company was awarded in 2001 the contract for collaboration in tax management and collection, which began in 2005 to lend Tribugest, at that time belonging to the Agbar group, but which in 2009 was separated. of this company, when acquired by GTT.
In 2015, this contest was reconvened, and the successful bidder remains GTT, the owner of the Tribugest company, which has no connection with any judicial investigation.
