The proposal 'Muros ethéreos', by the Murcia architect Manuel Hernández, wins the contest of preliminary projects for the rehabilitation and putting into use of the building of the Old Cárcel (25/10/2017)

According to the jury, the proposal is, as a whole, "contained and credible in terms of constructive solutions both in execution and in maintenance".

The second prize went to the project 'All to jail' Murcia architects Francisco Javier Zueco Sánchez, Lorenzo Tomás, Francisco Javier Zueco Rollo and Maria Dolores Martinez, with 56 points.

Finally, the third proposal selected was 'The crystal cell' of the architect Carlos Campos of Valencia and Emilio Sánchez of Castilla La Mancha.

The Extraordinary Board of Recruitment held this morning has read the opinion issued by the jury of the preliminary draft contest for the rehabilitation and use of the building of the former provincial prison of Murcia and has proceeded to the opening of envelope 2 with the identification of the winners of the competition, convened by the City Council and the College of Architects.

Thus, the winning project has been, unanimously by the jury, 'Muros ethéreos' with 59 points out of a total of 60, whose author is the architect murciano Manuel Hernandez Jiménez.

The second prize went to the project 'All to jail' Murcia architects Francisco Javier Zueco Sánchez, Lorenzo Tomás, Francisco Javier Zueco Rollo and Maria Dolores Martinez, with 56 points.

Finally, the third proposal selected was 'The crystal cell' of the architect Carlos Campos of Valencia and Emilio Sánchez of Castilla La Mancha.

The winning project that will be immediately tendered so that rehabilitation works can begin in the first half of 2018 will receive as a prize 12,000 euros.

The other two finalists will receive 6,000 and 3,000 euros.

According to the jury's ruling, "Muros etéreos" is "a proposal of great architectural and formal interest that combines the maintenance of the building, with a complete functional program and with the integration in the city from the creation of permeable elements that replace to the wall of closure.A very correct relation between spaces maintaining the formal constraints of the building in the form of a cross and without adding ostentatious elements, which results in the credibility of the economic viability.The internal functional organization is correctly ordered and clean while flexible, with an adequate implementation of the use in the different spaces according to their dimensional capabilities ".

On the other hand, "the proposed uses are basically cultural and it presents a zone of memory to the Historical Memory of the building." The winning proposal includes the use of recycled elements that conform a contemporary image without stridencies. visually mark a permeable line creating a transition frame and incorporating the patios to the city with an interesting treatment.

The preliminary project also carries out "a total opening of the rear enclosure creating a floor elevation with contemporary architecture that dignifies a currently secondary space. In short, the project is, in its entirety, content and credible in terms of constructive solutions both in execution and in maintenance".

The proposal 'Everyone to jail', has been described by the jury as "an interesting project with good management of the building and correct solution to the panopticon, although it does not maintain in its integrity the fundamental elements of the building protected with grade 2. It performs a contemporary intervention of great formal strength in the central staircase that configures and defines the interior space. At the same time it proposes a very clean and flexible functional distribution proposing cultural uses.

The proposal includes "patios that provide illumination inside the main body, with subtle external presence, rebuilding the central dome with its original shape."

The jury highlights "the very successful integration with the environment by opening the wall with an urban solution of great interest that compatible the contemporary formal solution with the existing closure factory and makes a proposal of treatment of the urban environment that connects the outer space.

All the works presented will be exhibited next week at the College of Architects.

This commission, in charge of choosing the three finalist proposals among the 20 admitted, has been conformed by the Dean of the Official College of Architects, Rafael Pardo;

the dean of the Official College of Surveyors, Technical Architects and Building Engineers, Antonio Luis Mármol;

the Councilor for Development, Roque Ortiz;

Conchita de la Peña, representing the Academia Alfonso X el Sabio;

Jesús López, architect of prestige appointed by the City of Murcia;

José Manuel Chacón, prestigious architect appointed by COAMU;

Andrés Brugarolas, person of prestige appointed by the Ministry of Culture;

Eduardo Batán, architect appointed by the University of Murcia;

Juan Pedro Collado, Technical Secretary for Infrastructures, Sustainable Development and Public Road, as an advisory representative of the Contracting Bureau, and Cristina Martinez-Iglesias, head of the Municipal Contracting Service, who serves as secretary.
