The spokesman of the municipal group of Cambiemos Murcia, Nacho Tornel, has criticized today at a press conference the "lack of willingness" of the Government team to start the Rental Housing Program.
Tornel explained that in the Municipal Commission created to design the said Program, which was established in May last year and last meeting took place in June 2017, there have been several advances but "no clear determination" to put it in march by the mayor of the branch, Rafael Gómez.
Among those advances, many of them raised by the opposition, as the first line of work are the modification of the Plan for access to property of municipal housing to overrule an agreement taken by the Government in 2012 so that housing can not be owned by tenants.
Despite the general consensus, on this point the PP has not yet been postulated, which paralyzes the whole process to start the Program.
The commission also decided, as a second line of work and with the agreement of all parties, to carry out the modification of the economic benefit ordinance in the case of leasing by units of coexistence in situations of special need.
This was published in the Official Gazette of the Region of Murcia (BORM) on June 3 of this year.
The third line, central to the work of the Commission, is the creation of a program to promote access to rental housing.
Tornel has indicated that to start this program it is essential to have a housing stock available to "any citizen who needs it," which has not been possible so far.
Tornel pointed out that in order to create the Exchange, the Commission proposed three actions, such as the subsidy bases for tenants, the subsidy bases for landlords and the agreement with the big holders.
So far there is only the draft of the last two, while the former are still undeveloped and, therefore, have not been ascribed to the accounts for 2017.
The subsidy bases for lessors have been included in the current municipal budgets with a line of 100,000 euros, but the fact that the Intervention service has not yet decided on the proposal, and that it still has to be published in the BORM, will make it impossible most likely its launch this year.
"It is serious the danger of losing this budget allocation because there are still many steps to take and the Government will close the period of expenditure operations between November and December, so there is hardly time," added Tornel.
Within this action, the second major strategy of the Program, which is the creation of the Municipal Office of Rent Development with electronic headquarters and secondment of workers with specific work area (social educator, social worker, technical architect, legal and administrative assistant), accompanied by an information campaign to publicize this proposal and facilitate access to interested persons, both landlords and tenants.

The responsibility for this situation rests, in the words of the councilman, in the "unwillingness and lack of will" of the PP to carry out the Program.
"There is no determined action by Gómez, who incomprehensibly and unjustifiably let the plan run and lose the budgeted money, without having fought for it to go ahead with greater guarantees," said Tornel.
"It is not possible for the Government team to live on the particular events of each day and thus ignore the planning of essential services for citizenship, in this case double: promote access to housing under favorable conditions and the housing stock will leave the current lethargy and generate economic activity. "
