The agreement was signed today in Madrid by the mayor of Murcia, José Ballesta, and the general director of Traffic, Gregorio Serrano López.
The objective is to improve the assistance on the road of the residents of Murcia and increase their road safety, through the coordination between Local Police and the Traffic Unit of the Civil Guard
The mayor of Murcia, José Ballesta, and the general director of Traffic, Gregorio Serrano López, signed today in Madrid the Agreement-Protocol of coordination that establishes the new delimitation in matters of road safety in the municipal roads of Murcia and defines the competences between the Traffic Sector of the Civil Guard and the Local Police Corps of Murcia.
With the signing of this coordination agreement on the monitoring, control, regulation and traffic accident of the municipality of Murcia, the competencies of action in the urban area, peri-urban (neighborhood roads and orchard), commercial, industrial, hospital-care , residential and other road infrastructures derived from the urban planning instruments of said City Council.
The signing of this Agreement is an update of the Framework Cooperation Agreement signed between both bodies in 1992 and that, due to the urban expansion developed in the municipality, it needed to be modified.
The purpose of the agreement signed is to reach the maximum level of quality of public service between citizens in terms of mobility, ensuring coordination between the Civil Guard Traffic Sector and the Local Police Corps of the City of Murcia.
The objective is to optimize the provision of services according to the needs set out in the Strategic Plan for Road Safety and the analysis of accidents that are continuously carried out between both Administrations.
The Mayor of Murcia, José Ballesta, stated that "this agreement establishes and delimits the powers of the Local Police and Civil Guard, increasing the coordination between Administrations and Security Corps to achieve a common goal: improving the assistance of neighbors of Murcia on the road and increase its road safety ".
For his part, the director of Traffic, Gregorio Serrano stressed "that with this signature intend to continue joining forces and collaborating with local administrations to improve road safety, essential agencies to achieve the goal of zero deaths."
Follow-up Committee
The Agreement also includes the creation of a Permanent Joint Commission consisting of representatives of the Provincial Traffic Headquarters / Traffic Group of the Civil Guard and the City of Murcia / Local Police.
The Agreement will enter into force on Wednesday, September 20, leaving the previous and subsequent modifications without effect and taking into account that what is not foreseen in the same and that is not expressly regulated by a legal provision, will be resolved by agreement and in agreement with the instructions that are issued on a national level by the General Directorate of Traffic.
Close collaboration
The collaboration between the two entities goes back more than two decades and has increased during the last years with the signing of several bilateral agreements or the adhesion to all the campaigns of monitoring and control organized by the DGT.
Also, the Provincial Headquarters of Murcia has given to the City of Murcia several vehicles, alcohol meters for testing alcohol, drug test kits, teaching materials and vehicles for children's traffic park, among others.
