Cs denounces the opacity of the agreement between City Hall and the Association of Feriantes for the management of La Fica's enclosure (13/08/2017)

The Citizen spokesman, Mario Gomez, has warned today about the lack of transparency that governs the agreement signed between the City of Murcia and the Business Association of Murcia for the management of the fairgrounds of La Fica for a period, as stated in the Own agreement, "of fifteen days before the descent of the Patron to Murcia and until seven days after the Romería of September, both included.

"An agreement signed without transparency and participation having been carried out without the publicity required by current legislation, avoiding competitive competition, or at least, the invitation to participate in the award process to other associations in the sector," Gómez denounced.

Camouflaged adjudication

In this regard, the orange spokesman has warned that "this time we are faced with what could be defined as a direct award camouflaged through a collaboration agreement with the Association of Feriantes to use the venue of La Fica exclusively."

Canon unregulated

Likewise, Gómez has denounced that the fee that this business association pays to the Consistory in terms of occupation of the public domain - more than 155,712 euros - does not conform to what is established by law.

Rates and rates neither

As is the case with the rates and fees charged directly by the association's board of directors for the installation and use of the square meter of each of the attractions, stands, stalls, etc.

"We are talking about amounts that are not regulated in any regulations or municipal ordinance," said Gómez.

Lack of clarity in award criteria

Equally cloudy is the criteria for the award of posts: neither does the amount of civil liability insurance that the Association has to be established, nor does it ask for guarantee to guarantee the event;

The obligation to present an evacuation plan is obviated, and the cleanliness and cost of portable toilets is the responsibility of the Administration, when a public space has been ceded and it is the interested party who must maintain and pay for them.

Motion to the plenary

"It is necessary to regulate this type of actions that the PP is accustomed to practice, it is the only way to transform the City Council into a more efficient, but at the same time more transparent and exemplary administration," Gómez said.

To this end, Citizens will present a motion in the September plenary session urging the local government to initiate the procedures for the elaboration of a regulatory ordinance that clearly establishes the criteria of allocation, priority of the interested parties, rate fixed euros / m2 in Function of the type of attraction, booth or post, identifying the site, "since we understand that, within the fairground, there may be spaces of first, second or third category," has ended.
