Plenary will discuss next Thursday an agreement to unblock the situation of Ramón Gaya (25/07/2017)

For the general interest, a proposal will be submitted to the meeting to resolve the discrepancies and proceed to pay the payroll of the museum staff.

The Local Finance Regulatory Law legally grants the Plenary of the Corporation the possibility of adopting an agreement to resolve the discrepancies.

The Plenary will debate next Thursday an agreement of the municipal groups to unlock the situation that suffers the staff of workers of the Museum Ramón Gaya.

This was announced today by the Councilor for Employment, Tourism and Culture, Jesús Pacheco, at the meeting of the Ramón Gaya Board of Trustees held this morning at the City Hall.

Due to the general interest in keeping this valuable cultural resource in operation in the municipality, it will be proposed to the Plenary to approve an agreement to resolve the discrepancies and lift the reparo formulated last March by the Municipal Intervention, proceeding to pay the payrolls And Social Security of the staff of the Museum.

After seven meetings of the Patronato Ramón Gaya and the reports made by the different municipal services, two approaches are proposed to resolve the administrative dispute: on the one hand, the judicial process, which would extend over time with the consequent harm to the workers, And on the other, the 'resolution of discrepancy' through the Plenary.

This second route is feasible today after the recent approval of the Municipal Budgets 2017, assuming the City Hall the personnel expenses of the Ramón Gaya Museum and the imminent unblocking of the payroll, although it should be voted by the Plenary (the municipal groups and the councilors do not Attached), as established in article 2017 of the Local Finance Regulatory Law.

The reports from the Legal Services and the Labor Relations Service of the City Council reported that "accepting the subrogation of the Foundation is not only legally possible, but the most convenient solution at the present time and least damaging to public interests, because it has Allowed to continue rendering the service of the Museum in the same conditions ".

In this proposal it is indicated that they will be permanent workers - not fixed, until the coverage of the places by the procedures and in accordance with the principles of equality, merit and capacity of general application of access to all public employees.

The proposal to be submitted to the Plenary this Thursday includes the agreement to start, as from the budget for 2017 executive, the selective process to cover, in a regulatory manner, the posts approved in the Gaya staff.
