The municipal plenary session approved this morning the draft amendment to the tax ordinance regulating the rate for the special use of public roads with the entrance of vehicles.
Now the new regulations will go through a period of public exposure that will extend for a month after the publication in the BORM.
The agreement includes an update of the tariffs which, in practice, will mean a reduction of the rate for most of the pedanias, whose owners will pay next year around 44% and 49.7% less.
The new text reduces the cost of forks of up to 3 vehicles, maintaining the rate of those of 4 vehicles and barely increasing 50 cents per vehicle per year of more than 5 cars.
If a simulation is carried out with the modification of the tariff applying to the fords of pedanias, it is obtained that the individual saving by ford, assuming 4 meters of entrance, in a street of 4th category would go from paying 143.8 euros to pay 72, 4 euros, representing a savings of 49.7%.
If the ford is in a street of 5th category would go from paying 129.4 euros to pay 72.4 euros with a saving of 44%.
Thus, the economic impact of these new rates, with the current data on the number of forks by category of street and epigraph, means that Murcia will pay 77,782 euros per year less than the previous rates.
Effective 2018
The new regulations vary items 2, 3 and 5 to adapt them to the new Municipal Ordinance Regulating the Vados, currently in process, and the tariff is modified.
The agreement approved today will now be moved to the information commission to continue the administrative procedure, so that the new fees are in force next year.
The rate will be applied to those properties that have entrance and exit of vehicles through sidewalks, steps and pedestrian streets or similar.
The regulations include that an expedited verification or tax inspection file will be initiated ex officio for the purpose of incorporating it into taxation when there is a ford on the public highway, meaning that any change in the structure of the curb and curb is intended solely to facilitate The access of vehicles to buildings adjacent to the public thoroughfare.
In this way, a document signed by municipal technicians will be issued in which the facts that prove the possibility of use or private use of the local public domain will be issued.
The modification of article 3 specifies that the owners of the properties to which these entries of vehicles give access, who will be able to pass the quotas on the beneficiaries of the use, will be obliged to the payment of this rate.
Regarding article 5, the main novelty is that if the use is made without having obtained the required municipal authorization, the period of entry of the fee will be from the date of accrual of this tax, not one month from the beginning of said Use as before.
In addition, a new point is included that establishes that when the petitioner is granted housing habitability certificate that has a garage or license of first occupation of buildings, warehouses or commercial premises that benefit from the entrance of vehicles, the settlement will be practiced Corresponding to the interested party with immediate incorporation to Padrón, previous municipal authorization by the service manager of the registration of fords.
