Murcia, June 22, 2017 The City Council examines the six allegations submitted to the draft of the instruction for the inclusion of social and environmental clauses in the contracts. The effort made to incorporate these criteria in the contracting pro (22/06/2017)

The City Council is studying the six allegations submitted to the draft of the instruction initially approved by the Governing Board to incorporate new social and environmental clauses into procurement procedures.

At the moment the analysis and revision of the allegations presented by Local Initiatives, REAS-Murcia, International B-Live Network, Association of Responsible Public Procurement Association, EAPN-RM and CEPAIM Foundation are open.

The issues raised will be answered by the competent municipal services, including labor relations, employment, equality agent, environment or social services.

Once the allegations are resolved, the final text will be sent back to the Governing Board and after its approval, the instruction will be part of the processing of the specifications of the different councils.

In any case, the Councilor for Finance and Contracting, Eduardo Martínez-Oliva, highlights the effort made to prepare this instruction, which may serve as a model for other municipalities.

The new social clauses that are intended to incorporate refer to the socio-labor insertion of people in situations of social exclusion and / or people with functional diversity, the protection of the labor rights of the workers attached to the execution of the appropriate contract, the improvement of Vocational training through on-the-job training, promotion of effective equality between women and men, safeguarding occupational safety and health, reconciliation of work and family life, and, among other things, improved accessibility.

The environmental clause has to do with the minimum environmental requirement to be applied in adjudications to avoid or minimize negative environmental impacts that may result from the object of the contract, as well as the additional actions that the tenderer has offered for this purpose.
